About the position

As a Systems Analyst with the MaineIT Application Development Group, you will be part of the Department of Administration and Financial Services. This role involves advanced technical services work that encompasses the analysis, design, development, and implementation of diverse application systems. You will be responsible for researching and analyzing business needs, formulating and defining system scope and objectives, and designing systems or enhancements to existing systems that fully meet business needs and objectives. This position represents the highest technical level in all phases of applications systems analysis and design activities. The primary focus of this role is to apply system analysis skills to formulate solutions to complex business problems using automation technologies. You will prepare system design plans and detailed specifications to facilitate the development and implementation of application systems. Oversight of daily support activities and other development work may also be required, and the work is performed under limited supervision. This position is located in Augusta, Maine, and offers a hybrid work opportunity, allowing you to work from home up to 90% of the time. You will be part of a highly productive technical team, working closely with program partners to ensure effective and secure technical solutions for business problems. Responsibilities

  • Examine and evaluate current systems.
  • Identify system requirements.
  • Liaise with users to track additional requirements and features.
  • Document interfaces between new and legacy systems.
  • Collaborate with IT team and developers to produce new systems.
  • Validate changes by testing programs.
  • Train users on the new operation systems and provide support.
  • Ensure deadlines and budget requirements are met.
  • Stay up to date with current technologies and technical developments.
  • Develop, design, and implement automated applications built upon the Low Code technologies.
  • Produce designs and other technical documentation.
  • Contribute across all phases of the software development life cycle.
  • Enforce security controls, maintain the system roles and authorization processes.
  • Work with developers to ensure access and security profiles meet the needs of the solution and all policies/restrictions in place.
  • Support documentation of application architecture deliverables that are consistent with architecture principles, standards, methodologies, and best practices.
  • Lead technical design sessions with the programmer and citizen development stakeholders.
  • Guide technology/solution decisions with architecture and product teams for projects.

Requirements

  • Proven work experience as a system analyst.
  • Hands-on experience with software development and documentation.
  • Solid knowledge of business information systems.
  • Working knowledge of business software applications.
  • Familiarity with programming languages.
  • Ability to explain technical details.
  • Excellent analytical skills.
  • Develop, analyze, prioritize, and organize requirement specifications, data mapping, diagrams, and flowcharts for developers and testers to follow.
  • Translate highly technical specifications into clear non-technical requirements.
  • Manage the set-up and configuration of systems.
  • Define and coordinate the execution of testing procedures and develop test cases to serve the overall quality assurance process.
  • Provide documentation of all processes and training as needed.
  • Develop and implement maintenance procedures, monitor systems health, gather system statistics, and troubleshoot reported errors and alarms.
  • Perform design, implementation, and upgrades of information systems to meet the business and user needs.
  • Implement best practices for scalability, supportability, ease of maintenance, and system performance.
  • Familiarity with Agile project management and sprint planning.
  • Ability to work independently as well as collaboratively on cross-functional teams.
  • Highly skilled in interpersonal and verbal/written communications, presentations, math, analytical and problem-solving skills.
  • Experience in designing complex common data models.
  • Strong oral and written communication skills, including the ability to write clearly and effectively at a level appropriate to the target audience.
