The Systems Analyst II plays a crucial role in the Information Services and Technology (IS&T) department at Oswego Health, participating in complex projects that encompass all aspects of application and project life cycles. Under the general supervision of the Clinical Analyst III Manager, this position is responsible for managing medium-sized projects that involve one to two departments, ensuring the successful implementation, coordination, and ongoing administration of the organization's information systems. The Systems Analyst II is expected to manage the day-to-day operational aspects of designated projects, create and maintain project plans that communicate tasks, milestone dates, status, and resource allocation, and exercise independent judgment when making decisions related to specific projects. In addition to project management, the Systems Analyst II will manage the integration of clinical and/or financial systems as part of the analytical support team. This role requires providing ongoing updates to the Clinical Analyst III Manager regarding project tasks, milestones, and status, as well as escalating potential issues related to project scope, tasks, milestones, and resources in a timely manner. The position also involves ensuring that project documents are complete, current, and stored appropriately, facilitating effective project team meetings, and developing positive working relationships to promote teamwork in problem resolution. The Systems Analyst II will provide training, support, and documentation for users, coordinate and support system-related activities between the hospital and external organizations, and effectively communicate relevant project information to supervisors and peers. This role also includes assisting in the documentation, evaluation, and redesign of workflow throughout the organization, building expert knowledge in the industry, and sharing lessons learned and best practices with the project team. Additionally, the Systems Analyst II is responsible for troubleshooting application issues and process problems impacting end-users, working with the end-user community to identify opportunities for improving application usability and performance, and serving as a liaison between organizational leadership, departmental staff, and Information Services to enhance the usability and effectiveness of information technology solutions.
