About the position

The Systems Analyst III position is a full-time role within the Utilities Enterprise Systems Division of the City of Oklahoma City. This role is critical for managing application support for several business-critical applications, including SAP and the billing system for the Utilities Department. The incumbent will be responsible for providing overall technical and operational management for lines of business supporting information technology applications, serving multiple departments within a large municipal government enterprise. This position typically reports to the Assistant Director or Business Systems Manager. Key responsibilities include directing and supervising professional and technical staff in the development and revision of systems and applications, planning, designing, developing, implementing, and managing projects, programs, new systems, or enhancements to current systems. The Systems Analyst III will ensure that standards and controls are maintained consistent with sound information management policy. The role requires frequent interaction with system users, other technical staff, department managers, and hardware and software vendors. Staying abreast of technological advancements in areas such as Data Management, Application Development, Geographical Information Systems, and enterprise-level application support for Financial and Human Resource systems is essential. This position has been designated as a safety-sensitive job classification, meaning employees can be subject to disciplinary action if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license. Additionally, it is classified as a cyber security sensitive job classification, requiring national fingerprint-based records checks prior to granting access to criminal justice information for personnel with unescorted access to such information. Employees must also complete required CJIS Security and Privacy Training and pass an online certification test.

Responsibilities

  • Manage application support for business-critical applications such as SAP and the billing system for the Utilities Department.
  • Direct and supervise professional and technical staff in the development and revision of systems/applications.
  • Plan, design, develop, implement, and manage projects, programs, new systems, or enhancements to current systems.
  • Ensure that standards and controls are maintained consistent with sound information management policy.
  • Interact frequently with system users, technical staff, department managers, and hardware/software vendors.
  • Stay updated on technological advancements in Data Management, Application Development, and Geographical Information Systems.

Requirements

  • Bachelor's degree in Information Technology, Business, or a related field.
  • Five years of equivalent work experience managing support for business-critical software systems.
  • Knowledge of Request for Proposal (RFP) evaluation methodologies.
  • Skill in providing employee and operations management, including monitoring day-to-day activities and conducting performance evaluations.
  • Experience with ERP software such as SAP.
  • Skill in conducting process improvement analysis and project requirement definitions.
  • Possession of a valid driver license (Operator).

  • Experience analyzing technical data and communicating information to non-technical personnel.
