About the position

The Systems Analyst position at Outagamie County is designed for individuals skilled in technology and problem-solving, aimed at providing essential support for the Department of Health and Human Services (DHHS). The role involves assisting end users, troubleshooting hardware and software issues, and managing IT projects in collaboration with state and regional partners. The Systems Analyst will also be responsible for training department staff and ensuring effective communication between various stakeholders.

Responsibilities

  • Provide technical support and troubleshooting for department-issued hardware and software.
  • Serve as the liaison among department staff, state system staff, and external vendors.
  • Coordinate IT projects with state and regional partners and attend relevant meetings as needed.
  • Effectively escalate or redirect issues to appropriate resources as necessary.
  • Provide systems analysis, design, configuration, testing, and deployment of new technologies for the Department of Health and Human Services.
  • Provide training on system applications to department employees at various locations both virtual and in-person.
  • Write and revise procedures manuals and training material.
  • Review available software packages and make recommendations.
  • Maintain electronic records; review data for accuracy and quality assurance; monitor data to assist in meeting federal, state, and local performance standards.
  • Analyze and evaluate user's processes and procedures for efficiency; learn and understand user's needs; request enhancements to data systems, and recommend technology solutions.

Requirements

  • Associate's Degree in a computer-related field with three to five years of experience in computer systems.
  • Project coordination, system development, and strong communication abilities.
  • Exceptional communication, teamwork, and influencing skills that foster a collaborative and continuous improvement environment.
  • Strong critical/analytical thinking and problem-solving skills.

Nice-to-haves

  • Experience in electronic medical records.
  • Ability to analyze software and design information flow; make recommendations as necessary.
  • Strong multitasking abilities and willingness to learn on the job.
