About the position

As a Systems Analyst at GDIT, you will play a crucial role in transforming technology into opportunity. Your work will be centered around enhancing and connecting the systems that are vital to the operations of various agencies. You will be at the forefront of innovation, contributing to the improvement of how these agencies function. The position is part of the CBP's Revenue Modernization (Rev Mod) program, which focuses on automating and centralizing the collection and administration of duties, taxes, and fees. This program is significant as it manages approximately $45 billion annually, with a substantial portion collected through manual transactions. By transitioning these manual processes to electronic means, you will help ensure more secure, accurate, and efficient processing, allowing CBP Officers and other personnel to concentrate on enforcement and facilitating legitimate trade and travel. In this role, you will be responsible for developing computer systems specifications that align with business requirements and adhere to company and customer system architecture standards. You will utilize process improvement methodologies and graphical interpretations to conduct modernization projects, analyze current processes, and conceptualize future requirements. Your responsibilities will include deploying software or hardware solutions to meet user needs, documenting functional and technical processes, and developing detailed functional requirements documents and user stories. You will also engage in solution design, analysis, and specification development, ensuring that all documentation meets the Enterprise Life Cycle (ELC) standards. Your impact will extend to supporting business process reengineering, executing integrated testing of new functionalities, and collaborating with subject matter experts to define performance measures. You will leverage your analytical skills to draw conclusions from data as it relates to business processes, ensuring that the solutions you design are effective and efficient. Responsibilities

  • Develop computer systems specifications that address business requirements and fit with company/customer system architecture standards.
  • Utilize process improvement and reengineering methodologies to conduct process modernization projects.
  • Understand business processes and interpret them to define functional and cross-functional requirements.
  • Analyze current as-is processes and conceptualize to-be requirements.
  • Deploy software or hardware solutions to meet user requirements, technical obsolescence, security requirements, and legislative changes.
  • Transition existing solutions and objectives to modernized processes through improved use of automated processes.
  • Develop detailed functional requirements documents, functional design specifications, user stories, test scenarios, and test cases.
  • Document functional and technical processes using Visio.
  • Design complex solutions including the implementation of business rules and integration between multiple systems.
  • Support activity and data modeling, development of modern business methods, and identification of best practices.
  • Leverage group facilitation, user interviewing, user training, and additional forms of knowledge gathering and knowledge transfer.
  • Develop PowerPoint and Word briefings, documents, and white papers.
  • Work with subject matter experts to define performance measures and collection methodology.
  • Support Business Process Reengineering capture of time and motion metrics.
  • Execute integrated testing of new functionality; ensure tests cover all requirements.

Requirements

  • 2+ years of related experience designing functional technology solutions and resolving technology issues.
  • Technical Training, Certification(s) or Degree in a relevant field.
  • Experience writing Agile user stories, preferably using JIRA.
  • Strong understanding of integration points required to develop complex solutions including security and data analytics.
  • Innovative mindset, up to date with new technology.
  • Experience with financial technology implementations.
  • Ability to obtain a security clearance; U.S. citizenship required.
  • Strong documentation and communication skills.

Nice-to-haves

  • Experience with DHS CBP is preferred.
