About the position

Kent is seeking a Systems Completions Database (SCDB) Administrator to support a long-term Commissioning & Startup Project in Port Arthur, Texas. This role is crucial in ensuring the effective management and administration of the SCDB, which is integral to the successful completion of engineering deliverables and project milestones. The SCDB Administrator will be responsible for structuring the system and sub-system hierarchy within the database, ensuring that all data is accurately recorded and updated progressively. This position requires close collaboration with various engineering and IT groups to expedite deliverables and ensure a seamless multi-contractor setup of the SCDB. The SCDB Administrator will liaise with discipline commissioning leads to produce the Inspection Test Records (ITR) function code matrix and procure a suite of ITRs, Field Test Procedures (FTPs), and completion certificates. Additionally, the role involves setting up data feeds between the SCDB and P6 planning tools, which is essential for tracking project progress and ensuring that all engineering deliverables are populated in a timely manner. The administrator will also conduct validation exercises of the data contained in the SCDB, ensuring that checksheets and ITRs are recorded correctly. In this role, the SCDB Administrator will be responsible for producing standard and custom reports for management, preparing certificates at Mechanical Completion and Commissioning completions, and managing punch lists using SCDB functions. The position also requires administering the SCDB Management of Change (MOC) process and providing training across all levels of the organization, including CMT, Commissioning, and Operations. The administrator will interface with module yards for support and resolve any discrepancies with SCDB data, ensuring that the system operates effectively and meets project requirements. The role is dynamic and may require the employee to perform other ad-hoc tasks as directed by management, allowing for flexibility in meeting the operational needs of the organization. Responsibilities

  • Structure system/sub-system hierarchy in SCDB
  • Liaise with engineering groups to expedite engineering deliverables
  • Liaise with IT groups to ensure multi-contractor SCDB set-up
  • Liaise with discipline commissioning Leads to produce ITR function code matrix, and procure suite of ITR's, FTPs and completion certificates
  • Liaise with commissioning planning group to set up data feeds between SCDB and P6 planning tools
  • Progressive population of engineering deliverables
  • Liaise with discipline commissioning leads representatives to conduct validation exercise of data contained in SCDB
  • Ensure checksheets and ITRs are recorded correctly in the database and updated progressively
  • Provide excel import templates for distribution to contractors for tags not supplied by engineering tools
  • Produce standard and custom reports for management
  • Preparation of certificates at Mechanical Completion and Commissioning completions
  • Management of punch lists using SCDB function
  • Administer and manage the SCDB MOC process
  • Training at all levels across all companies from CMT, Commissioning, and Operations
  • System modifications as per project requirements
  • Interface with module yards for support
  • Resolve any discrepancies with SCDB data
  • Collaborate with SCDB Global Admins to create new user accounts
  • Collaborate with the project team and SCDB global admins to create grouped role & right templates for project signatory authorities in accordance with project workflow
  • Perform essential tests in the SCDB training environment to verify that system processes and work items function correctly and safely.

Requirements

  • Preference to personnel with Electrical or Instrumentation background
  • Competent Certification professional
  • Oil & Gas / Petrochemical Experienced (10 years minimum)
  • Considerable oil and gas project experience, specifically, proven experience with the project completion database
  • Demonstrate an understanding of Commissioning procedures inclusive of interpretation of Single Line Diagrams, schematics and engineering datasheets, Commissioning of HV & LV electrical power, distribution
  • Previous success in the management of check sheet and project completion systems
  • Full understanding of commissioning, completion systems, and related processes
  • Demonstrated ability to manage punch lists and drive completion of punch list items project completion reporting
  • Fully conversant with P&ID's, SLD's, and relevant engineering drawings
  • Full fluency in English is required
  • Ability to work under pressure to meet deadlines
  • Ability to work with the team in developing improved work processes for the department
