About the position

The Systems Engineer III (Business Analyst) at CNA's Center for Homeland Security and Infrastructure Resilience is responsible for developing data-driven analytic solutions to complex problems. This role involves conducting systems and operations analysis, managing requirements, and applying engineering principles to system documentation. The position emphasizes stakeholder engagement, data analysis, and the development of decision-support tools to enhance safety and security across various domains.

Responsibilities

  • Conducts the definition and development of system requirements and documentation of the requirements in detailed specifications.
  • Manages the requirements change management process.
  • Formulates, defines, validates, and documents system scope and objectives, user requirements, and system specifications based on user needs.
  • Conducts stakeholder engagement sessions to elicit user needs and analyze current and future business processes.
  • Applies standard research methodologies to gather, process, document, and analyze data.
  • Maintains an understanding of project budgeting and financial tracking over the project lifecycle.
  • Designs conceptual and logical data models using UML and entity relationship diagrams.
  • Develops information management strategies and governance aligned with organizational mission needs.
  • Analyzes and revises existing system interfaces and documentation as necessary.
  • Works with software developers to provide guidance on development issues and ensures user needs are represented accurately.
  • Leads development of independent validation and verification plans and scenarios.
  • Drafts reports, briefings, or other project deliverables.

Requirements

  • Bachelor's degree in computer science, mathematics, operations research, or a related engineering field or equivalent combination of education and work experience.
  • Minimum of 5 years relevant work experience in a Government contract environment or 7 years of generally related experience.
  • Ability to participate in various systems engineering disciplines including safety risk management and information systems security.
  • Advanced skills in MS PowerPoint, Word, and Excel.
  • Strong customer and client relations management skills.
  • Knowledge of system and software design processes, tools, and techniques.
  • Excellent writing and verbal communication skills.

Nice-to-haves

  • Experience with different system development life cycles, including waterfall and agile methodologies.
  • Ability to lead technical project teams.
