About the position

The Systems Manager for Government Solutions at Conduent is responsible for overseeing the design, development, testing, installation, and maintenance of software and systems that support business applications. This role involves managing senior staff, ensuring client expectations are met, and controlling system stability while maximizing revenue and margin for IT-related expenses. The position requires a strong focus on project management, budgeting, and financial forecasting, as well as the ability to respond to RFPs and manage system SLAs.

Responsibilities

  • Directs the activities associated with design, development, testing, installation, and maintenance of software and systems to support business applications.
  • Manages senior staff, ensuring client expectations are being met.
  • Manages system and staffing resources ensuring projects are implemented on schedule and within budget.
  • Responsible for IT account budget and financial forecast.
  • Responsible for corporate IT account reporting.
  • Respond to RFP's (Request for Proposal), build IT project models, and write SOW's (Statements of Work) for new business.
  • Identifies possible project risks and recommends risk mitigation solutions.
  • Establish, maintain and review policy and procedures for the systems area.
  • Reviews current status of system applications and prepares recommendations for improvements.
  • Responsible for all system SLAs.
  • Control system stability.
  • Maximize revenue and margin for IT related billable and expenses.
  • All other duties as assigned.

Requirements

  • Demonstrated comprehensive experience managing the planning, developing, testing, and implementing of software application changes.
  • Demonstrated comprehensive experience using software development lifecycle methodologies.
  • Demonstrated ability to simultaneously manage large scale concurrent projects and effectively respond to unanticipated customer business priorities.
  • Demonstrated ability to manage staff in a complex IT environment.
  • Knowledge of budgeting and financial forecasting.
  • A degree in Information Systems or Computer Science, or equivalent combination of education and experience is required.
  • Analytical and problem solving skills.
  • Interpersonal skills to interact with staff, management, support personnel, client and interfacing agencies/companies.
  • Communication skills to work effectively with staff, management, support personnel, client and interfacing agencies/companies.
  • Experience in managing a Medicaid Management Information System (MMIS) in a COBOL Environment.
