About the position

The Operations Research Systems Analyst (ORSA) position at Agile Defense, Inc. is a critical role within the Joint Interoperability Test Command (JITC) Test, Evaluation and Certification II Services (TEC II) contract. This contract provides essential Information Technology/National Security Systems (IT/NSS) testing and evaluation support to the Department of Defense (DoD). The ORSA will be responsible for conducting Operational Test and Evaluation (OT&E) of various DoD IT/NSS systems and capabilities, ensuring that these systems meet the necessary standards for operational effectiveness and suitability. The role requires a strong understanding of DoD IT systems and the ability to apply mathematical modeling, simulation, and statistical design techniques to develop effective testing methodologies. In this position, the ORSA will assist the Government customer in creating a Design of Experiment (DoE) and Science Based Test Design (SBTD) approach for software-intensive capabilities that support both strategic business and tactical warfighting missions. The selected candidate will be involved in the planning phase of the System Under Test (SUT), developing a data collection approach that ensures comprehensive data is gathered during testing events. This data will be crucial for making informed fielding decisions by key stakeholders. The ORSA will also be expected to communicate effectively with various teams, providing insights and recommendations based on data analysis and test results. The ORSA will utilize various software packages to apply mathematical modeling and simulation techniques, acting as an expert in the application of DoE and SBTD to T&E disciplines. This role involves regular interaction with customer command groups and technical teams to ensure that testing methodologies are robust and integrated with various SBTD procedures. The ORSA will also be responsible for analyzing technical and operational metrics to quantify the effectiveness of operations, assisting test teams throughout the testing process, and producing clear and concise reports based on established statistical methods. Overall, this position plays a vital role in supporting the DoD's operational testing and evaluation efforts, ensuring that IT/NSS systems are thoroughly assessed and validated for use in critical operations.

Responsibilities

  • Formulate and apply mathematical modeling, simulation, statistical design, and other optimizing methods using various software packages for T&E of IT/NSS.
  • Act as an expert in the application of Design of Experiment (DoE) and Science Based Test Design (SBTD) to T&E disciplines.
  • Meet with customer command group technical teams and senior management to ensure testing methodologies are integrated with SBTD procedures.
  • Incorporate DoE SBTD techniques into Test and Evaluation Master Plans (TEMPs) and other test-planning documents.
  • Provide analysis and interpret SBTD results regarding system operational effectiveness and suitability.
  • Identify, develop, and analyze technical and operational metrics to quantify effectiveness of operations.
  • Assist test teams during test planning, execution, data analysis, and report development.
  • Recommend and implement processes that support quantitative and qualitative analysis.
  • Formulate mathematical and/or simulation models of test problems in support of T&E of C5ISR, AIS, and IT/NSS.
  • Integrate system T&E information from various sources for efficient multi-stage design and statistical modeling.
  • Analyze discrepancies in T&E service or performance and recommend updates for test conduct.
  • Produce clear and concise data analysis and conduct trend analyses of various data.
  • Compile reports, charts, and tables based on established statistical methods.
  • Assist test teams in the conduct of SUT, test planning, data collection analysis, and reporting efforts for all test events.

Requirements

  • Doctorate with at least 4 years of experience; Master's degree with at least 10 years of experience; or Bachelor's degree with 16 years of experience in a relevant technical curriculum.
  • Experience related to the job duties, particularly in Operations Research, Computer Science, Mathematics, or related fields.
  • Ability to assist in the development/production of OT&E products and documents such as Test Concept Briefs, Data Source Matrix, Test Plans, and Final Report Memorandum.

Nice-to-haves

  • Experience in Development Test and Evaluation (DT&E), Operational Test and Evaluation (OT&E), Interoperability Test and Evaluation (IOP T&E), Cybersecurity Test and Evaluation (CS T&E), and Integrated Test and Evaluation (Integrated T&E).
  • Familiarity with IT/NSS T&E methodologies, processes, or tools such as DevSecOps, Data Modeling, and POWER BI.
