The Tactical Operations Instructional Systems Designer (ISD) plays a crucial role in providing instructional services tailored to meet the unique needs of the Coast Guard. This position involves a comprehensive approach to instructional design, which includes collecting data, preparing documents, selecting appropriate delivery methods, integrating learning technology, and developing both initial and final training products. The ISD will deliver expert instruction to USCG students, ensuring that they acquire the necessary skills mandated by the course curricula and objectives. Evaluating student performance is a key responsibility, which involves verifying their understanding of course material, assessing their competency in learned skills, and ensuring they can demonstrate applied knowledge effectively. In this role, the instructor will collect detailed task performance data to identify specific skills and knowledge requirements that will inform course content. They will prepare design documents and storyboards in accordance with USCG Standard Operating Procedures (SOPs) and other task order requirements. The ISD will select appropriate delivery methods and media to enhance human performance and competency testing, while also integrating current USCG learning technologies to improve teaching strategies and learning experiences. The preparation of tests and practical application exercises will be structured to serve as reliable indicators of learner performance. The ISD will develop initial versions of online courses, including interactive components and assessments, and will conduct formative and summative evaluations, including pilot studies. Feedback from these evaluations will be used to revise course versions, and the ISD will develop plans for piloting training experiences. Reports from pilot studies will be created to finalize training products, and participation in reviews will ensure that all work conforms to USCG TRASYS SOPs and other stipulated requirements.
