About the position

The Talent Acquisition and Development Manager for the City of Norwalk, CT is responsible for shaping the future workforce of the municipality by attracting, hiring, and developing top talent. This role requires a strong background in talent acquisition and employee development, with a focus on addressing the unique challenges of the public sector. The manager will implement strategies that align with the City's goals, ensuring a diverse and effective hiring process while also fostering employee growth and performance management.

Responsibilities

  • Develop and implement a comprehensive talent acquisition strategy that aligns with the City's goals and objectives.
  • Partner with department heads and union leadership to understand staffing needs and create job descriptions and specifications.
  • Utilize a variety of sourcing methods, including job boards, social media, community partnerships, and recruitment events, to attract a diverse pool of candidates.
  • Manage the full recruitment cycle, including posting job ads, screening resumes, conducting interviews, and coordinating with hiring managers.
  • Implement best practices in diversity, equity, and inclusion to ensure a fair and unbiased hiring process.
  • Maintain and analyze recruitment metrics to measure the effectiveness of hiring strategies and make data-driven improvements.
  • Supervise human resources generalists in their talent acquisition efforts.
  • Design and implement learning and development programs that enhance skills, improve performance, and prepare employees for advancement.
  • Conduct training needs assessments and develop training plans that address identified gaps.
  • Partner with external training providers and institutions to offer relevant development opportunities.
  • Develop and implement a succession planning strategy to ensure a pipeline of qualified candidates for key positions.
  • Collaborate with department heads to develop and implement performance management systems that align with the City's objectives.
  • Provide guidance and support to managers in conducting performance evaluations and setting goals.
  • Develop and deliver training sessions on performance management best practices.
  • Monitor and analyze performance data to identify trends and areas for improvement.
  • Ensure compliance with all applicable employment laws and regulations.
  • Prepare and maintain accurate records and reports on recruitment and development activities.
  • Monitor and report on key HR metrics, such as time-to-fill, turnover rates, and employee satisfaction.
  • Foster strong working relationships with internal and external stakeholders, including City officials, department heads, union leadership, employees, and community partners.
  • Serve as a point of contact for employee inquiries related to recruitment and development.
  • Communicate effectively with all levels of the organization to promote HR initiatives and programs.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field; Master's degree preferred.
  • Minimum of two (2) years experience in human resources, with specialization in talent acquisition and employee development, preferably within the public sector.
  • Proven ability to develop and implement effective recruitment and development strategies.
  • Strong knowledge of employment laws and regulations.
  • Excellent interpersonal and communication skills, with the ability to build relationships at all levels of the organization.
  • Strong analytical and problem-solving skills.
  • Proficient in HR software and applicant tracking systems.
  • Commitment to diversity, equity, and inclusion.
  • Professional HR certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP) is highly desirable.
