About the position

The City of Cape Coral is seeking a dedicated and experienced Talent Acquisition Manager to lead our human resources team in the recruitment and selection of top talent. This position is crucial in ensuring that we attract, hire, and retain the best candidates to support our growing city. The Talent Acquisition Manager will oversee a team of talent specialists and associates, providing guidance and direction in full cycle recruitment practices that comply with federal, state, and local employment laws. The ideal candidate will have a strong background in human resources, particularly in talent acquisition, and will be adept at developing and implementing effective recruitment strategies. In this role, you will be responsible for motivating and training your team, ensuring that they are equipped with the necessary skills and knowledge to perform their duties effectively. You will monitor the recruitment process, working closely with hiring managers to advertise positions through various channels, including our website, job forums, and social media. Your ability to analyze recruitment metrics will be key in achieving our talent acquisition goals, such as improving the quality of applicant pools, enhancing diversity, and reducing turnover rates. Additionally, you will play a vital role in succession planning and will be expected to build strong relationships with various stakeholders, including staff, unions, and the public. Your expertise in identifying creative and ethical recruiting methods will help us secure top-performing candidates for our open positions. Responsibilities

  • Motivates, trains, leads, directs, and manages a team of talent specialists and associates.
  • Provides consistent, legally sound, full cycle recruitment and selection practices.
  • Develops and monitors processes for compliance with recruitment and selection laws and regulations.
  • Monitors the recruitment process of staff and hiring managers, advertising through various channels.
  • Consults with staff, hiring managers, unions, customers, and other stakeholders on employment policies and processes.
  • Works to achieve talent acquisition metrics and goals, analyzing success against these metrics.
  • Develops strong, trusting relationships with client groups to integrate talent recruitment into business processes.
  • Participates in the development and implementation of succession planning across the organization.
  • Formulates and implements practices and procedures to improve organizational efficiency.
  • Secures and manages related vendor relationships.
  • Identifies creative and ethical recruiting methods to attract top-performing candidates.
  • Performs other duties as assigned.

Requirements

  • Bachelor's degree from an accredited college or university in Public or Business Administration, Human Resources Management, or a closely related field.
  • Eight (8) years of professional Human Resources experience in talent acquisition OR at least five (5) years professional talent acquisition experience in the public sector.
  • Three (3) years of successful supervisory experience.
