About the position

The Talent Acquisition Manager II at IBTCI is responsible for leading the full cycle recruiting process for various staffing needs, focusing on strategic recruitment for proposals, projects, and Home Office openings. This role involves collaboration with the Talent Acquisition team and other departments to ensure a positive candidate experience and effective recruitment strategies. The position is based in Vienna, Virginia, and currently operates in a hybrid work model.

Responsibilities

  • Lead full life cycle recruitment for assigned staffing needs across domestic, international, and global recruitment.
  • Manage relationships with candidates to ensure a positive candidate experience.
  • Conduct pre-screening of candidates to ensure they meet minimum requirements and recommend candidates for shortlisting.
  • Coordinate panel interviews and prepare panelists to ensure a positive experience for all involved.
  • Draft and post tailored job advertisements with input from hiring managers.
  • Track recruitment data and maintain communication with hiring managers regarding recruitment activity.
  • Maintain a table of general and specialized advertising sites/job boards.
  • Develop relationships with industry professionals and attend networking and career events to recruit candidates.
  • Work with the TA Director to prioritize recruitment efforts.
  • Collaborate with internal stakeholders to identify training needs in recruiting and selection.
  • Represent the organization at job fairs and industry events to attract top talent.
  • Lead social media campaigns and graphic design for the Talent Acquisition department.
  • Maintain talent rosters and pipelines for future recruitment needs.
  • Support surge recruitment efforts based on organizational priorities.
  • Assist the recruitment team in promoting a culture of excellence in recruiting.
  • Coach junior staff in recruitment processes and advise on recruitment activities.
  • Assist in process improvements for recruitment tools, templates, and policies.
  • Demonstrate knowledge of best practices in recruiting and compliance with employment laws.

Requirements

  • 5+ years of relevant professional recruitment/talent management experience.
  • At least 2 years managing Talent Acquisition processes and functions.
  • Experience engaging in multiple simultaneous recruitments.
  • Ability to prioritize and communicate clearly with internal clients and external candidates.
  • Experience with applicant tracking systems required.
  • Strong analytical skills to problem-solve complex issues.
  • Proficiency with Microsoft Office.
  • Knowledge of U.S. Government recruitment/EEO compliance issues.
  • Fluency in English, both oral and written.

Nice-to-haves

  • Recruitment experience in IBTCI's business lines (M&E, evaluation, gender, knowledge management, or capacity building).
  • Strong knowledge of local and regional talent markets with an established network.
  • Previous field (international) experience.
  • Familiarity with ATS iCIMS.
  • Working knowledge of international local and regional talent markets.
  • Ability to work with minimal supervision.
  • Working knowledge of French, Spanish, or Arabic.
