About the position

Diagnostic Laboratory Services, Inc. (DLS) is Hawaiis largest locally owned and operated medical testing laboratory, recognized as a leader in the Hawaii, Guam, and Saipan communities. The Talent Acquisition Specialist for Workforce Planning plays a crucial role in the organization by managing all functions related to talent acquisition and promoting the employment brand. This position requires independent judgment in sourcing, screening, assessing, and recommending qualified talent for the organization. The specialist will plan, execute, and measure recruitment strategies while providing organization-wide customer service and consultative support in all areas of talent acquisition to align with the company’s strategic goals. The role involves performing full life-cycle talent acquisition and recruitment functions, which includes developing and implementing talent acquisition plans tailored to specific positions. The specialist will ensure the efficiency and cost-effectiveness of these plans by utilizing various media and sources such as job fairs, web postings, social media, and professional networks. Additionally, the specialist will be responsible for maintaining ongoing pipelines for high-demand positions, evaluating the effectiveness of recruitment activities, and making necessary adjustments. Representing the company at job fairs and other talent acquisition activities is also a key responsibility. The Talent Acquisition Specialist will coordinate communication of job vacancies, update job postings, verify job descriptions, and maintain documentation as required by law and departmental policy. They will facilitate the onboarding process, coordinate post-offer activities, and ensure thorough background checks are performed. The specialist will also generate reports for hiring managers and assist in the development and presentation of management training on talent acquisition topics. Overall, this position is integral to supporting organizational performance and strategy by providing valuable information and contributing to quality improvements.

Responsibilities

  • Perform full life-cycle talent acquisition and recruitment functions for the organization.
  • Develop and implement talent acquisition plans based on specific positions.
  • Ensure the efficiency and cost-effectiveness of recruitment plans using various media and sources.
  • Develop and sustain ongoing pipelines for high-demand positions throughout the organization.
  • Evaluate the effectiveness of recruitment activities and make adjustments as necessary.
  • Represent the company at job fairs and other talent acquisition activities.
  • Coordinate communication of job vacancies internally and externally.
  • Update and maintain job postings on internal and external websites.
  • Verify the accuracy of current job descriptions for open positions and assist with minor revisions.
  • Coordinate utilization of temporary agency services as needed.
  • Maintain documentation as required by law and departmental policy.
  • Facilitate the onboarding process for new hires.
  • Coordinate post-offer activities including physicals and drug tests.
  • Arrange travel, lodging, and reimbursement for relocation expenses for selected applicants.
  • Conduct telephone reference checks on selected applicants and alert hiring managers of potential issues.
  • Ensure thorough background checks are performed via third-party vendors.
  • Develop training material for new employee orientation and may facilitate orientation sessions.
  • Accurately enter and maintain data in the Applicant Tracking System (ATS).
  • Track event metrics and report HRIS issues and problems.
  • Support DLS management in recruitment and staffing efforts.

Requirements

  • Bachelor's degree from an accredited college or university.
  • At least two (2) years of experience in Human Resources or a Bachelor's degree in Human Resources Management in lieu of experience.
  • Demonstrated knowledge in employment law and other regulatory requirements.
  • Ability to communicate effectively in English, both verbally and in writing.
  • Excellent customer service skills and proficiency in Microsoft Office Suite or similar applications.
  • Ability to work independently and as part of a team.
  • Ability to set priorities, assess problems, and make independent decisions with minimal supervision.

Nice-to-haves

  • Bachelor's degree in Human Resources Management from a recognized college or university.
  • At least three (3) years of experience in Human Resources, with one (1) year recent experience in recruitment.
  • Experience with Human Resources Information Systems (HRIS) such as PeopleSoft and Applicant Tracking System (ATS).
  • Healthcare experience is preferred.
  • Professional in Human Resources (PHR) certification and/or SHRM Certified Professional (SHRM-CP) certification.
