About the position

The Talent Acquisition Specialist is responsible for developing and implementing effective recruitment and selection strategies to attract a diverse pool of qualified candidates for the City of Corvallis. This role involves sourcing candidates through innovative methods, acting as the system administrator for recruitment management and onboarding systems, and ensuring compliance with legal requirements and best practices in hiring. The position emphasizes a commitment to equity, diversity, and inclusion in the recruitment process.

Responsibilities

  • Develops, facilitates, and implements all phases of the recruitment and selection process.
  • Collaborates with hiring managers to ensure accurate job descriptions and hiring requirements.
  • Identifies core competencies of positions and develops recruitment strategies for each requisition.
  • Develops job announcements and advertising materials, and coordinates career fairs and recruiting events.
  • Sources qualified candidates through networking, social media, and other innovative methods.
  • Ensures recruiting practices reach diverse populations and reviews policies for nondiscriminatory practices.
  • Acts as the primary contact for applicant inquiries and troubleshoots application issues.
  • Manages the recruitment and onboarding lifecycle, including applicant data and metrics reporting.
  • Works with hiring managers to develop selection plans and interview processes.
  • Screens applications, schedules interviews, and conducts reference checks.
  • Coordinates new hire orientation and onboarding programs.
  • Maintains ongoing communication with hiring managers regarding recruitment progress.
  • Partners with HR staff to refine and implement recruiting strategies and trains hiring managers in the process.
  • Maintains confidential applicant and employee records in compliance with laws.
  • Delivers excellent customer service to diverse audiences.

Requirements

  • Associate's degree in human resources, public administration, organizational development, or a related field; Bachelor's degree preferred.
  • Three years of professional human resource experience in sourcing, recruiting, and selection.
  • Three years of experience using HR Management Software and proficiency in Microsoft Office Suite.
  • Excellent communication skills, both verbal and written.
  • Ability to create and implement sourcing strategies for recruitment.
  • Ability to maintain confidential records and reports.
  • Knowledge of applicable laws including EEO, Veterans Preference, and Equal Pay.
  • Ability to organize, prioritize, and coordinate work activities.
