About the position

The Talent Acquisition Specialist plays a crucial role in the Human Resources Division, which is dedicated to providing high-quality services in various HR functions, including Talent Acquisition, Employee Relations, Compensation & Benefits Administration, Performance Management, Record Retention, and Training & Development. The mission is to cultivate a productive, collaborative, and compliant work environment that meets the needs of the residents of Indianapolis and Marion County. This position is primarily responsible for recruiting and hiring top talent for various City Departments, Divisions, and County Agencies and Offices. The incumbent will coordinate job postings, which includes writing job descriptions, engaging in active recruitment, fostering community engagement, and overseeing employee onboarding processes. The successful candidate will demonstrate excellent communication and relationship-building skills, possess a high attention to detail, and uphold strong ethical standards, including maintaining confidentiality. A commitment to promoting diversity through equitable hiring practices is essential to ensure that all talent has equal access within the department and the broader enterprise. Additionally, the candidate must have a solid understanding of Human Resources laws and best practices as they pertain to recruitment and selection. The role requires self-sufficiency and internal motivation to work independently and stay focused on tasks. This position reports directly to the Manager of Talent Acquisition.

Responsibilities

  • Recruits and screens applicants to make qualified referrals to hiring managers.
  • Provides support for all third-party administrators (TPA) including account creation, modification, and troubleshooting for unique or complex issues.
  • Facilitates the creation and communication of the new hire packet and onboarding for all new hires and rehires.
  • Delivers new hire paperwork documents to the appropriate business section for processing.
  • Attends job fairs both virtually and in person, community events, campus days at universities, and digital forums to actively recruit talent.
  • Maintains accurate and timely records, including updates to the online recruitment system to ensure optimal screening of candidates.
  • Communicates professionally and positively to internal and external constituents.
  • Makes offers to candidates, creates and sends offer letters, and sends notices to applicants who are not selected for employment.
  • Conducts background checks and pre-employment testing for all city departments/county agencies and electronically stores the results.
  • Consults with City and County Hiring Managers to fill positions in a timely manner.
  • Maintains consistent communication with Hiring Managers throughout the recruiting and hiring process.
  • Administers computerized employment tests (i.e., typing test, numeric test, and alphabetic test).
  • Assists Hiring Managers with writing job descriptions as necessary.
  • Advises hiring managers on recruitment and talent acquisition strategies to attract qualified talent.
  • Documents activities and contacts with candidates to provide feedback to HR management and hiring managers.
  • Accesses and uses 'E-Verify' to confirm work authorization for new hires.
  • Conducts Pre-Adverse Action Letter and Adverse Action letter communication with candidates not selected due to unfavorable results.
  • Works collaboratively with the compensation and records team to promote a team environment within HR.

Requirements

  • High School Diploma is required.
  • Two (2) years' experience in a fast-paced Human Resources or staffing environment with an emphasis on recruiting/employment.
  • Ability to communicate with all levels of leadership within the enterprise.
  • Excellent customer service and communication skills.

Nice-to-haves

  • Associates Degree and/or Human Resource Certification preferred.
  • Multilingual skills preferred.
  • Familiarity with employment laws, interviewing techniques, and affirmative action regulations preferred.
