About the position

The Idaho Division of Human Resources (DHR) is seeking a Talent Acquisition Support Manager to lead and manage the state's talent acquisition program. This position is located at DHR Central Office in Boise, ID, and will provide statewide support in talent acquisition to various state agencies. The incumbent will be responsible for building strong relationships and creating strategies to link the state's employment needs to resources both within the state and within the community. This role supports organizational initiatives such as developing a high-performing organization, streamlining recruitment tactics, and ensuring compliance with equal employment opportunity (EEO) and nondiscrimination policies. The Talent Acquisition Support Manager must possess excellent communication skills, both orally and in writing, to effectively engage with the public, state employees, and other stakeholders. The role requires the ability to build relationships and create awareness regarding potential job candidates who meet the agency's specific needs, including students, interns, apprentices, and underrepresented job seekers. The incumbent will also be tasked with developing new strategies and programs to attract candidates and brand the state as an employer of choice. A motivated self-starter who can take initiative in all situations and function in a fast-paced environment is essential for this position.

Responsibilities

  • Organize and implement comprehensive statewide talent acquisition programs and workforce planning initiatives
  • Work closely with agency leadership and recruiters to develop recruitment plans and provide resources to hire candidates in a timely manner
  • Partner with leadership on executive-level recruitment efforts
  • Develop an employer pipeline through various sources including high schools, universities, colleges, technical/trades schools, internships, apprenticeship programs, and veterans' programs
  • Build a presence in the market and encourage community engagement through outreach events to brand the state as an employer of choice
  • Apply principles and practices of public sector personnel administration including recruitment, classification, and employee development
  • Ensure compliance with established human resources policies, objectives, program priorities, and applicable laws, rules, and regulations
  • Maintain a working knowledge of local and national employment market trends and forecast future hiring needs
  • Participate in job fairs and career events
  • Ensure compliance with EEO and other employment laws
  • Align outreach initiatives with compensation strategies to attract quality candidates
  • Partner with Classification Manager on developing job descriptions to meet workforce demands
  • Track labor legislation and inform recruiters and managers about changes in regulations
  • Implement data-driven programs and practices to capture recruitment metrics
  • Advise recruiters and hiring managers on interviewing techniques and conduct training on interviewing practices

Requirements
