About the position

The Texas Commission on Environmental Quality (TCEQ) is seeking a Financial Analyst II to join its Federal Grants Section, primarily working remotely within Texas. This position offers a unique opportunity to contribute to the agency's mission of protecting public health and natural resources while working in a collaborative environment. As a member of the Air Grants Division, the Financial Analyst will play a crucial role in reviewing complex reimbursement requests submitted by grantees, ensuring compliance with established guidelines and policies, and maintaining knowledge of relevant contracts and budgets. The role requires a proactive approach to financial analysis, with responsibilities including data entry into the Centralized Accounting and Payroll/Personnel System (CAPPS), assisting in the development of financial processes, and serving as a subject matter expert for grant payments. The position also involves preparing regular and ad-hoc reports on reimbursement requests and providing technical support to grantees regarding their submissions. This is a full-time position with a standard work schedule of 40 hours per week, and staff in the Austin Metro area will be required to work in-office for one day every other week for collaboration purposes.

Responsibilities

  • Review highly complex reimbursement requests submitted by grantees and ensure accurate processing within established timeframes.
  • Maintain current knowledge of Texas Voluntary Marginal Conventional Well (TXMCW) contracts and corresponding scopes of work and budgets.
  • Perform data entry into the Centralized Accounting and Payroll/Personnel System (CAPPS) and internal databases/tracking sheets.
  • Assist in the development, implementation, and administration of financial processes and procedures for the TXMCW program.
  • Draft standard operating procedures and guidance related to the reimbursement process.
  • Peer review the work of others to ensure compliance with established procedures and guidance.
  • Serve as the subject matter expert for processing grant payments for the Federal Grants Section.
  • Provide general and technical support to grantees regarding the preparation and submission of reimbursement requests.
  • Prepare regular and ad-hoc reports on the status of reimbursement requests and compile information in response to inquiries.

Requirements

  • A bachelor's degree from an accredited college or university with a major in accounting, finance, economics, business, public administration, or a related field.
  • Three years of full-time experience in lending, credit analysis, financial analysis, budget analysis, or financial regulatory work.
  • Completion of an internship in the relevant areas may substitute for six months of the required experience.
  • Certification as a public accountant (CPA) plus two years of full-time experience in lending, credit analysis, financial analysis, or financial regulatory work.

Nice-to-haves

  • Experience working with government entities, industry representatives, or private companies to obtain technical information and provide assistance.
