About the position

The TDA IT Project Manager will be responsible for overseeing the planning, development, and execution of TDA Capital projects in Austin, Texas. This role requires a strong understanding of the Texas Project Delivery Framework and involves contributing to the Legislative Administrative Review (LAR) planning for both new and existing project requests. The Project Manager will evaluate processes used in developing new projects to ensure adherence to procedures, confirming that scope and schedule changes are documented, approved, and understood by all stakeholders and project team members. In this position, the Project Manager will develop project budgets, schedules, work plans, resource requirements, cost estimates, and cost projections. They will monitor and manage the quality of applications and work to identify continuous improvement measures, root causes, and corrective actions. The Project Manager will verify that project deliverables are acceptable, fulfill the terms of team agreements, and remain within budget. Regular communication with management, customers, project team members, and other stakeholders is essential, as is actively soliciting and addressing feedback from both customers and the project team. The role also involves communicating with external stakeholders and overseeing requisite reporting, including monthly updates to internal stakeholders and as needed with the Quarterly Assurance Monitoring team. The Project Manager will be responsible for problem management, issue resolution, and risk identification and mitigation, while empowering and motivating the team to take ownership of the application. A clear vision of all projects must be communicated to the executive management team, customers, and project team members. Additionally, the Project Manager will coordinate the initiation and planning of diverse projects to meet strategic application and technology roadmap commitments, all while following TDA policies and procedures.

Responsibilities

  • Oversee the planning, development, and execution of TDA Capital projects.
  • Contribute to the Legislative Administrative Review (LAR) planning for new and existing project requests.
  • Evaluate processes used in developing new projects to ensure adherence to procedures.
  • Confirm that scope and schedule changes are documented, approved, and understood by stakeholders and project team members.
  • Develop project budgets, schedules, work plans, resource requirements, cost estimates, and cost projections.
  • Monitor and manage the quality of applications and work to identify continuous improvement measures, root causes, and corrective actions.
  • Verify that project deliverables are acceptable and fulfill the terms of team agreements while remaining within budget.
  • Communicate routinely with management, customers, project team members, and other stakeholders, actively soliciting and addressing feedback.
  • Communicate with external stakeholders and oversee requisite reporting.
  • Communicate monthly with internal stakeholders and as needed with the Quarterly Assurance Monitoring team.
  • Responsible for problem management, issue resolution, and risk identification and mitigation.
  • Empower and motivate the team to have a sense of ownership over the application.
  • Communicate a clear vision of all projects to the executive management team, customers, and project team.
  • Coordinate the initiation and planning of diverse projects to meet strategic application and technology roadmap commitments.

Requirements

  • Minimum of five (5) years of work experience in managing or working on software application teams, using the Software Development Life Cycle (SDLC), the Project Management Life Cycle (PMLC), and Agile Scrum Methodology.
  • Four years of experience working as a project manager using the Texas Project Delivery Framework.

Nice-to-haves

  • Four years of experience working with Major Information Resources Projects.
