About the position

The Department of Adult and Juvenile Detention is seeking a Talent Acquisition Specialist (HR Analyst) to join our Human Resources team. This role is pivotal in helping us recruit and hire a talented, diverse workforce to meet the current and future needs of our growing and changing organization. We are looking for action-oriented professionals with strong communication and problem-solving skills. The selected candidate will have the opportunity to take an innovative and creative approach to recruitment, background coordination, and onboarding of new staff. Our team is small but works smart and cohesively to successfully meet the needs of a large department. The ideal candidate will bring a strong recruiting and sourcing background, fresh energy, and innovative ideas to enhance the quality and diversity of our applicant pools and identify top-quality talent. They will have a genuine collaborative and consultative style in their approach to work, building and understanding the importance of effective relationships with customers, team members, and other staff. Excellent interpersonal skills are essential, as is the ability to provide advice and consultation to senior leaders, leading value-added discussions that challenge conventional norms and thinking. The candidate must be able to prioritize and handle multiple tasks and deadlines in a fast-paced and demanding environment, using effective communication skills with tact and diplomacy in all situations. A commitment to working with a dynamic team and willingness to pitch in where needed is crucial, along with experience in high-volume recruiting to fill multiple vacancies. This recruitment will create an eligibility list that may be used to fill future Career Service, Term Limited Temporary, or Special Duty Assignment Talent Acquisition Specialist (HR Analyst) vacancies.

Responsibilities

  • Manage and perform full-cycle recruitment processes.
  • Oversee complex employee background check process while implementing effective HR practices.
  • Collaborate with a wide array of stakeholders to appropriately describe various bodies of work.
  • Partner with hiring supervisors to identify and initiate actions required to facilitate recruitment and onboarding processes.
  • Generate diverse competitive applicant pools in support of Equity and Social Justice Goals.
  • Consult with senior leadership on engaging onboarding practices/plans to increase probabilities of success and retention for new employees.
  • Support and contribute to the continuous process improvement of Human Resources practices and processes.
  • Attend various job fairs and community events aimed at engaging job seekers and lead outreach and marketing efforts for the Department.
  • Compile and analyze Human Resources data and trends including turnover, hiring, retention, and other statistics.
  • Coordinate and schedule all hiring and selection activities, including interviews, offers of employment, post-offer activities, background investigations, and onboarding.
  • Prepare turnover reporting, analyze data, and make recommendations to the management team for retention strategies and continuous improvement.
  • Manage employment-related functions such as activities related to new hires, promotions, transfers, and terminations.
  • Provide guidance and support to assist in the development of social media strategies.
  • Utilize substantive knowledge of a variety of recruitment and employment-related regulations, rules, policies, procedures, processes, materials, and/or equipment.
  • Coordinate/complete background investigations for both new hires and external department employees who require access to secure detention facilities.

Requirements

  • Three (3) years of Human Resources experience where performing recruitment activities was a primary function of your assigned duties.
  • Knowledge of principles, methods, and practical applications of employee recruitment, selection, and placement.
  • Experience with NEOGOV's Insight module or other Applicant Tracking Systems (ATS).
  • Strategy development on a range of recruitment issues.
  • Understanding of human resources principles, practices, legal environment, trends, and functions focused on recruitment and selection laws and regulations.
  • Knowledge of human resource reporting and recordkeeping requirements.
  • Experience in high volume recruiting.

Nice-to-haves

  • Prior Human Resources experience in a government organization.
  • Prior experience working in a union environment.
  • Prior experience recruiting for safety professions (i.e., fire or law enforcement) or corrections.
  • Experience utilizing the applicant tracking system NEOGOV or a similar ATS.
