The Technical Budget Analyst will serve as a key resource in providing technical subject matter expertise for various Enterprise Resource Planning (ERP) Systems, including the Logistics Modernization Program (LMP), General Fund Enterprise Business System (GFEBS), and the Global Combat Support System-Army (GCSS-A). This role involves extensive research and analysis of financial transactions, particularly focusing on dormant transactions and assisting with the reconciliation of unliquidated obligations, undelivered orders, and unfilled orders for Army Working Capital Funds. The analyst will also play a crucial role in the reconciliation of Joint Reconciliation Program transactions, collaborating with key internal and external stakeholders such as Headquarters, Army Materiel Command (HQAMC), the Defense Finance and Accounting Service (DFAS), Defense Logistics Agency (DLA), and Army Contract Agency Redstone Arsenal (ACC-RSA). In addition to these responsibilities, the Technical Budget Analyst will troubleshoot various financial processes including Accounts Payable, Accounts Receivable, Goods Receipt/Invoice Receipt, and Vendor Returns. The role requires resolving open issues and identifying trends to implement long-term corrective actions for aged items. The analyst will also be responsible for developing and revising ERP training materials and conducting end-user training events to ensure that all stakeholders are well-informed and capable of utilizing the ERP systems effectively. Supporting command audit readiness efforts is another critical aspect of this position. The analyst will assist in providing necessary documentation for audits, including audit samples and follow-ups, while also creating standard operating procedures and conducting periodic updates with stakeholders to ensure compliance and corrective action plans are in place. Furthermore, the analyst will develop senior-level briefings, reports, and plans that provide actionable insights to decision-makers, enabling continuous process improvements and effective audit walkthrough documentation. The role also involves conducting financial analysis and developing reports that track financial metrics, goals, key performance indicators, and trends. As needed, the analyst will support the Army Materiel Command (AMCOM) in validating and remediating findings from audits and internal testing, ensuring that root causes of issues are identified and addressed through the development and implementation of Corrective Action Plans (CAPs).
