About the position

The Technical Information Specialist will be responsible for managing user accounts, organizing metadata for publications, and ensuring accessibility controls for Navy Warfare Library (NWL) publications. This role involves developing tailored distribution lists, maintaining databases, and providing training and technical support to fleet users. The position requires attention to detail in managing classified and unclassified materials and ensuring compliance with protocols.

Responsibilities

  • Administer NWL user accounts including creation, deletion, and management of access authorities.
  • Organize organizational management metadata for NWL publications, including categorization, cataloging, and segregation.
  • Develop specialized virtual distribution groupings and lists tailored to specific fleet user needs.
  • Manage accessibility controls for NWL publications (NATO/non-NATO) and ensure proper control of U.S. unclassified and classified material.
  • Ensure replication of information and publications between classified and unclassified networks with attention to procedures and protocols.
  • Manage computer databases (Microsoft Access-based) for tracking and distribution of doctrine publications.
  • Record history of publication posting, inventories, and archiving.
  • Transfer archived publications to National Archives and Records Administration for memorialization.
  • Provide training and technical support to fleet users in the use of NWL systems.
  • Maintain distribution mailing lists, including command homeport or deployment changes.
  • Account for thousands of physical copies of publications.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Must obtain and maintain a current valid U.S. driver's license.
  • Must obtain and maintain an interim and/or final SECRET and NATO SECRET security clearance.
  • Experience displaying technical knowledge of Navy doctrine and related publications.
  • Experience applying practical knowledge of techniques for organizing, accessing, and disseminating information.
  • Experience demonstrating a fundamental understanding of Microsoft products and software used in providing an online library to fleet users.
  • Experience categorizing, creating, and summarizing metadata related to Navy publications.

Nice-to-haves

  • Experience with administration of back-end features of software.
  • Familiarity with military and commercial aircraft travel protocols.
