About the position

The Technical Program Manager at ManTech International will play a crucial role in supporting the National Oceanic and Atmospheric Administration (NOAA) Cyber Security Center (NCSC) and the Department of Commerce's (DOC) Enterprise Security Operations Center (ESOC). This position involves managing cybersecurity federal contracts and projects, ensuring effective integration and correlation of information sources to enhance cybersecurity posture. The role requires strong leadership, relationship management with senior government officials, and the ability to navigate a fast-paced environment while mitigating risks and ensuring timely project completion.

Responsibilities

  • Manage cybersecurity federal contracts, task orders, or projects.
  • Develop and manage productive relationships with senior government officials.
  • Direct program activities to meet client and organizational objectives.
  • Serve as a liaison with senior executive level clients to coordinate priorities and mitigate risks.
  • Anticipate and mitigate programmatic risks.
  • Supervise assigned technical and administrative staff, including subordinate supervisors.
  • Clarify work requests from the Contracting Officers Representative (COR) and/or Government Project Leads.
  • Develop and maintain project plans to track major initiatives with the NCSC Program.
  • Identify and resolve project-related technical and managerial issues.
  • Report on risks of not meeting deadlines and operational shortfalls.
  • Leverage Service Level Agreements (SLA) and Service Level Objectives (SLO) for service performance.
  • Manage all tasks, projects, or programs assigned by the COR to ensure timely completion.
  • Develop and maintain Program Management Plans (PMP) to meet Statement of Objectives (SOO).
  • Ensure personnel are trained and processes are in place for comprehensive cybersecurity services.
  • Oversee the full lifecycle of program and project management, ensuring detailed plans are provided to the government.
  • Manage risks and issues, maintaining a risk register/issue log.

Requirements

  • Bachelor's degree.
  • Minimum of 10 years of Program Management experience managing large cybersecurity programs.
  • One or more project management certifications (e.g., PgMP, PMP, PfMP, PMI-ACP, CSP-SM).
  • One or more technical certifications (e.g., CISSP, ISSAP, CCSP, CISM, CISA, GSLC, ITIL SL).

Nice-to-haves

  • Master's degree.
