About the position

The Program Chief (Technical Program Manager) will lead and support systems requirements, design, and testing within the Open Systems Solutions department, focusing on the Department of Defense's Open System Architectures. This role involves direct customer interaction, coordination across development teams, and managing project risks while ensuring technical excellence in rapidly evolving defense technologies.

Responsibilities

  • Lead and support systems requirements, system level designs, qualification tests, and system level models using Model Based Systems Engineering (MBSE).
  • Participate in bid and proposal efforts, including estimating, bidding, narrative writing, risk identification, and technical leadership.
  • Steer product engineering teams indirectly using strong interpersonal, mentoring, and negotiation skills.
  • Manage project risks/issues and elevate to upper management when appropriate.
  • Review and challenge project engineers' project and budget status, schedule management, and reports.
  • Provide input to the integrated master schedule for programs.
  • Collaborate with Value Stream Leaders, Engineering Managers, Product Owners, Development Teams, and Customers.
  • Represent Open System Solutions programs at program gate reviews, monthly review meetings, and various program design reviews.

Requirements

  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience.
  • Active and transferable U.S. government issued security clearance is required prior to start date.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
  • Experience in project management and systems engineering.
  • Experience in the development, design, and architecture of military systems.

Nice-to-haves

  • Existing SAP and/or TSSCI clearance preferred.
  • Experience with independently leading and supporting technical meetings with customers, teammates, program management, and leadership.
  • Experience with the Collins Management System.
  • Experience in data analysis, interpretation of results, and identification of corrective actions.
  • Experience with systems modeling and simulations and experience with MBSE Tools, specifically Cameo.
  • Demonstrate leadership by example, building trust and inspiring people through a shared vision.
