The Technical Program Manager - Project Intake at ECU Health is a pivotal role responsible for overseeing key organizational programs and projects throughout their life cycle, adhering to ECU Health's Project Management Framework. This position entails managing a diverse range of projects, from large-scale initiatives to moderate and complex programs, utilizing various methodologies including Waterfall, Agile, and Hybrid approaches. The primary objective is to ensure that all initiatives are delivered on schedule and within budget while effectively meeting the needs of the project sponsor units. The role requires cross-functional collaboration, necessitating participation from multiple business units and often involving long-distance staffing engagement and vendor coordination to achieve project goals. A significant aspect of this position is the development and management of operating model function roadmaps, which involves monitoring demand against resource capacity. The Technical Program Manager will coordinate with the Portfolio Director and organizational leaders to sequence projects effectively within the portfolio. Additionally, the manager will be responsible for creating and maintaining an integrated master schedule for complex programs that encompass multiple projects. This includes managing program budgets, addressing issues, risks, decisions, and assumptions, and monitoring the realization of program benefits. The role may also involve leading other Project Managers, driving the execution of the portfolio and program roadmaps as deemed appropriate by leadership. Establishing governance functions for the program in alignment with enterprise policies and practices is crucial, as is overseeing the execution of program projects, ensuring they progress according to plan, and producing agreed deliverables. The Technical Program Manager will also monitor and coordinate dependencies across projects, resolving any conflicts that arise. Furthermore, the role includes directing or approving the establishment of frameworks for the use of contractors and professional service providers across the program.
