About the position

The Technical Program Manager position at the National Counterterrorism Center (NCTC) involves leading Identity Intelligence efforts focused on managing and analyzing biometric and biographic information related to known or suspected terrorists. The role requires collaboration across the Intelligence Community to ensure the integrity of data in the Terrorist Identities Datamart Environment (TIDE) and to provide operational and analytical support to TIDE customers. The selected candidate will also be responsible for preparing presentations and briefings for senior officials, managing relationships within the ODNI and other government entities, and developing methodologies to enhance identity intelligence processes.

Responsibilities

  • Lead Identity Intelligence efforts focused on known or suspected terrorist biometric and biographic information.
  • Ensure policies and procedures are applied consistently to the TIDE database.
  • Coordinate and contribute to the analysis of complex data sets for operational support.
  • Communicate with internal and external peers for technical exchanges on identity intelligence systems.
  • Prepare written presentations and oral briefings for senior officials on identity intelligence issues.
  • Set priorities and drive programs for policy meetings within the Intelligence Community.
  • Manage relationships with individuals in the ODNI, IC, and USG.
  • Develop and refine methodological tools to understand complex issues in identity intelligence.
  • Incorporate strategies to reveal true identities by analyzing data related to identity attributes.
  • Identify intelligence gaps and prepare requirements to collect necessary information.

Requirements

  • U.S. Citizenship and residency in the United States.
  • Ability to obtain and maintain a Top Secret security clearance.
  • Bachelor's degree in a related field or equivalent experience (generally ten years).
  • Ability to communicate clearly, both orally and in writing.
  • Interpersonal, organizational, and problem-solving skills.
  • Ability to work under pressure with strict deadlines.
  • Knowledge of ODNI, IC organizations, and relevant operations.
  • Thorough knowledge of information resources and analytic tools.

Nice-to-haves

  • Prior work experience as a Project or Program Manager overseeing technical efforts.
  • Extensive knowledge of biometric tools and capabilities within the IC.
  • Extensive knowledge of the CT Watchlisting and Screening Enterprise.
