About the position

Nisga'a CIOPS is seeking a skilled and experienced Technical Program Manager to join our team. This role is critical in overseeing all phases of program development, from planning through execution and delivery. The ideal candidate will possess a strong technical background, exceptional project management skills, and the ability to lead cross-functional teams to deliver complex projects on time and within budget. The Technical Program Manager will provide program and project management support activities aimed at improving mission assurance capabilities across various civilian and DoD programs worldwide. In this position, you will be responsible for identifying, assessing, and mitigating risks associated with the MDT program and individual projects. You will develop, maintain, and execute risk management plans, project schedules, and budgets. Additionally, you will create and maintain work breakdown structure (WBS) documentation and project resource requirements, ensuring effective planning, tracking, and advocacy of resource needs. You will also be tasked with developing and presenting project data to align key stakeholders with the program or project status, health, and ongoing requirements. Furthermore, you will implement methods and tools to enhance program outcomes, efficiencies, and communication with key stakeholders. This role requires a detailed understanding of program and project management techniques, methodologies, and best practices, particularly in IT and OT program management for the Air Force. The successful candidate will be proficient in Agile and Waterfall methodologies, as well as tools such as Confluence, Jira, and the Microsoft Office Suite, with a focus on Microsoft Project and PowerBI. Exceptional communication and interpersonal skills are essential, as is the ability to manage multiple priorities in a fast-paced environment.

Responsibilities

  • Provides program and/or project management support activities to improve mission assurance capabilities.
  • Identifies, assesses, and mitigates MDT program and/or individual project risk.
  • Develops, maintains, and executes MDT program risk management plans, project scheduling, and budgets.
  • Develops and maintains work breakdown structure (WBS) documentation, and project resource requirements, including planning, tracking, and advocacy of resource requirements.
  • Develops and presents project data upon request to align key stakeholder knowledge of program or project status, health, and ongoing stakeholder requirements.
  • Develops and implements methods and tools to enhance program outcomes, efficiencies, and communication with key program and project stakeholders.

Requirements

  • Minimum ten (10) years of experience performing program management functions.
  • IAM Level 3 Project Management Professional (PMP).
  • Detailed understanding of program and project management techniques, methodologies, and best practices.
  • Significant experience in performing program management for IT and OT program management for the Air Force, including development and management of POM submissions.
  • Proficient in the use of Agile and Waterfall methodologies, Confluence, Jira, and the Microsoft Office Suite with an additional focus on Microsoft Project and PowerBI.
  • Exceptional communication and interpersonal skills, with the ability to work effectively with diverse teams and stakeholders.
  • Strong problem-solving abilities and a proactive approach to identifying and mitigating risks.
  • Demonstrated ability to manage multiple priorities in a fast-paced environment.

Nice-to-haves

  • Bachelor's or Master's degree in Computer Science, Engineering, or a related field.
  • Experience with Agile methodologies and practices is highly desirable.
