About the position

We are seeking a highly skilled and experienced Technical Program Manager to lead cross-functional teams and deliver complex programs and projects on time, within budget, and aligned with the organization's strategic goals. The Technical Program Manager will be responsible for overseeing program objectives, project plans, resource allocation, budgeting, risk management, and stakeholder communication. This role requires an individual with strong project management skills and the ability to collaborate with diverse stakeholders, while ensuring compliance with program management standards.

Responsibilities

  • Develop a deep understanding of the business environment and use that knowledge to drive informed decisions and impactful results.
  • Define and align program goals and objectives with the organization's strategic priorities.
  • Develop comprehensive project plans, including resource allocation, timelines, and budget management.
  • Lead cross-functional teams to ensure successful program and project delivery within defined timeframes and budgets.
  • Proactively manage risks, issues, and implement mitigation strategies as needed.
  • Provide clear and regular communication on project status and progress to stakeholders, including senior leadership.
  • Collaborate with various teams and stakeholders to ensure program and project objectives are met.
  • Ensure adherence to program management processes, standards, and compliance requirements.
  • Offer day-to-day support for ongoing operations and processes.
  • Continuously evaluate and improve processes to support the agency's work demands, including technical support.

Requirements

  • Bachelor's degree.
  • 5+ years of relevant experience in program or project management.
  • Strong proficiency in project management tools and techniques, including budgeting, scheduling, and communication.
  • Expertise in Microsoft Office Suite, particularly Excel.
  • Proven experience in collecting, analyzing, and reporting key data for program evaluation.
  • Experience in program evaluation, including evidence-based practices and outcome measurement.
  • Familiarity with Louisiana's governmental, business, and community landscape, as well as its stakeholders.
  • Ability to work regularly from Baton Rouge, LA.

Nice-to-haves

  • Master's degree in business, mass communication, or related fields.
  • Industry expertise in clean energy resilient hubs, utility-owned electric grid systems, and reduced-carbon energy resilience.
  • Experience working with federal, state, and local programs, or in the private sector.
  • Experience representing state government officials in public settings.
  • Knowledge of the energy sector, including its diverse stakeholders.
  • Experience developing and implementing large-scale public initiatives and projects.
  • Experience working across state government agencies to align and implement strategic priorities.
  • Knowledge of regulatory and statutory compliance requirements for federal programs.
  • Experience communicating on behalf of appointed government officials and civil servants.
  • Comprehensive knowledge of state-level grant program administration.
  • Experience in partnership development with community groups, non-profit partners, and government agencies.
