Iron Bow Technologies is seeking an experienced Technical Program Manager to support an existing, long-time Federal Government customer, the Department of Justice (DOJ). The Technical Program Manager will partner with the contract Program Manager to ensure oversight of contract requirements, operability, coordination, and reporting. This role involves engaging with team members across the project organization to coordinate and monitor team activities and performance, ensuring that staff meet program objectives. The manager will assess and address obstacles that impact the team's ability to accomplish assignments through coaching and mentoring, focusing on team-member and program-wide successes. The ideal candidate will be well-versed in the Software Development Life Cycle (SDLC) and in software development methodologies, particularly Agile. This position requires onsite work at the customer site in Washington, DC, with the potential for a hybrid schedule after acclimation to the program. The Technical Program Manager will provide daily oversight and guidance to team members and engineers responsible for documenting, updating, developing, and implementing automation scripts. This includes developing scripts to automate Active Directory for account management, organizational unit modifications, and access control list security changes. The responsibilities also encompass planning, execution, and coordination of activities associated with designated development projects, ensuring project objectives are accomplished within scope and schedule while consistently meeting expected quality parameters. The manager will engage with and assist in coordinating and monitoring work assignments across multiple organizational areas of the program, managing development teams that often follow Agile methodologies. The role requires continual support to maintain five-nines uptime and support IT Security's scanning of existing web applications when needed. Additionally, the Technical Program Manager will support sprint planning, maintain and groom backlogs, host/participate in daily standups, and remove obstacles that impede progress. They will ensure releases and patches are deployed following an approved schedule, create release checklists, and establish and maintain security best practices while developing applications and web content. The manager will also respond to Internet and Intranet updates using CMS platforms, troubleshoot complex problems with web content, and manage the review, update, and maintenance of documentation for overall effectiveness, completeness, and accuracy. The role includes planning and managing the creation of fully functional web forms/GUIs for end users, developing user enhancements, and ensuring compliance with accessibility guidelines from the Rehabilitation Act (Section 508).
