About the position

Iron Bow Technologies is seeking an experienced Technical Program Manager to support an existing, long-time Federal Government customer, the Department of Justice (DOJ). The Technical Program Manager will partner with the contract Program Manager to ensure oversight of contract requirements, operability, coordination, and reporting. This role involves engaging with team members across the project organization to coordinate and monitor team activities and performance, ensuring that staff meet program objectives. The manager will assess and address obstacles that impact the team's ability to accomplish assignments through coaching and mentoring, focusing on team-member and program-wide successes. The ideal candidate will be well-versed in the Software Development Life Cycle (SDLC) and in software development methodologies, particularly Agile. This position requires onsite work at the customer site in Washington, DC, with the potential for a hybrid schedule after acclimation to the program. The Technical Program Manager will provide daily oversight and guidance to team members and engineers responsible for documenting, updating, developing, and implementing automation scripts. This includes developing scripts to automate Active Directory for account management, organizational unit modifications, and access control list security changes. The responsibilities also encompass planning, execution, and coordination of activities associated with designated development projects, ensuring project objectives are accomplished within scope and schedule while consistently meeting expected quality parameters. The manager will engage with and assist in coordinating and monitoring work assignments across multiple organizational areas of the program, managing development teams that often follow Agile methodologies. The role requires continual support to maintain five-nines uptime and support IT Security's scanning of existing web applications when needed. Additionally, the Technical Program Manager will support sprint planning, maintain and groom backlogs, host/participate in daily standups, and remove obstacles that impede progress. They will ensure releases and patches are deployed following an approved schedule, create release checklists, and establish and maintain security best practices while developing applications and web content. The manager will also respond to Internet and Intranet updates using CMS platforms, troubleshoot complex problems with web content, and manage the review, update, and maintenance of documentation for overall effectiveness, completeness, and accuracy. The role includes planning and managing the creation of fully functional web forms/GUIs for end users, developing user enhancements, and ensuring compliance with accessibility guidelines from the Rehabilitation Act (Section 508).

Responsibilities

  • Troubleshoot, document, and resolve complex problems with web content, browser compatibility, database performance, and task automation.
  • Manage and support the review, update, and maintenance of documentation for overall effectiveness, completeness, and accuracy.
  • Plan and manage the creation of fully functional web forms/GUIs for end users to process action requests, update inventory, and automate repetitive tasks.
  • Develop user enhancements approved by project leadership, including requirement capture, determining detailed requirements, solution/design, and testing in the controlled testing environment.

Requirements

  • Minimum of 10 years of experience overseeing/managing complex, mission-critical application/software development projects.
  • Comprehensive understanding of Agile development and executing Agile methodologies, including maintaining/grooming the product backlog, determining team velocity, and sprint planning.
  • Active PMP and CSM certifications.
  • Proficient in the Microsoft Office Suite, including MS Project, and with SharePoint.
  • Knowledge and understanding of ITIL, CMMI, and ISO best practices, and PMBOK.
  • Experience managing and coaching teams that span across multiple areas of the program's organization.
  • Ability to simultaneously manage multiple development projects with varying levels of complexity.
  • Strong propensity and aptitude for solving client business needs.
  • Experience supporting teams responsible for managing code branches, code merges, and nightly builds, with successes maintaining Dev/Test environments that replicate the Prod environment.
  • Effective communication skills with all levels of the project team and with Executive Leadership.
  • BS in Computer Science, Engineering, or other relevant discipline.
  • Ability to hold/maintain an active Top-Secret clearance.

Nice-to-haves

  • Knowledge of Java, .NET, C#, VB, PowerShell, JavaScript, Power BI, Power Apps, SQL Server 2016.
  • Experience with automation scripts and Active Directory management.
  • Familiarity with accessibility compliance guidelines from the Rehabilitation Act (Section 508).
