About the position

The Technical Program Manager at PayPal will be responsible for driving standardization and consistency across the organization, particularly within the PMO organization. This role involves proactive management of programs, collaboration with engineering teams, and ensuring successful program execution for the Employee Experience portfolio. The individual will work closely with PMO leaders to establish standards and operating rhythms that support impactful initiatives and programs.

Responsibilities

• Proactive management of assigned programs to drive successful outcomes.
• Act as a steward for driving consistency and standardization in managing and delivering programs.
• Partner with Engineering teams to manage risks, issues, and mitigation plans.
• Coordinate planning and delivery efforts across various technology, vendor, and infrastructure teams.
• Organize and lead release planning activities resulting in the creation of project or program roadmaps.
• Lead technical engineers to ensure work is properly allocated, planned, and executed for multiple projects.
• Manage major collective activities, issues, and risks across teams in support of the program or project.
• Ensure measurable KPIs are developed for projects, aligning with overall KPIs for the technology space.
• Manage stakeholder communication regarding Release Plans and Release deliveries.
• Ensure regular communication with adjacent project and external stakeholders, including international regions.
• Identify project impediments and address them, including proper escalation as needed.
• Contribute to and demonstrate a solid understanding of program vision and roadmap.
• Maintain awareness of cross product/program synergies and communicate opportunities to simplify work across teams.

Requirements

• Minimum of 5 years of experience in program or project management.
• Project management experience organizing multiple teams performing infrastructure/software/product development.
• Background and/or experience within AI/ML is highly preferred.
• Experience with data analysis and reporting is required.
• Successful track record of managing complex development projects to deliver technical solutions.
• Proven ability to develop effective, matrixed, cross-organization relationships, collaborating and communicating across business and technology stakeholders and multiple geographies.
• Strong technical acumen, with experience in End User Services preferred.
• Strong written and verbal communication skills, able to communicate technical concepts and plans at all levels.
• Experience within FinTech, ecommerce, or payments is preferred.
• A Bachelor's and/or Master's Degree in a related field is preferred but not required.
