About the position

The Technical Program Manager at Dark Wolf Solutions will lead the technical support of a large IT program under a new contract vehicle, focusing on the development and modernization of mission applications for the Air Force. This role requires a blend of IT enterprise knowledge, software development, and PMO support, along with strong leadership and communication skills to manage a large technical team and interact with various stakeholders.

Responsibilities

  • Manage a large technical team to assist the Air Force in the development and modernization of mission applications to support Command and Control.
  • Lead the planning, execution, and closure of Agile software projects, ensuring adherence to timelines, budgets, and quality standards.
  • Allocate resources effectively, including personnel, budget, and technology, to support project objectives and deliverables.
  • Interact with all stakeholders on the program, including engineers, developers, other vendors/contractors, security, and executive level sponsors.
  • Monitor project progress and performance, conducting regular reviews and assessments to ensure adherence to software development standards and best practices.
  • Update and maintain project management artifacts, such as risk registers, budgets, and staffing plans.
  • Communicate effectively in written and verbal formats, addressing client needs, and contributing to the development of a business vision while managing implementation efforts.
  • Recruit and train exceptional employees to fulfill posted positions within the program's scope.
  • Hold regular technical team meetings to address questions or challenges regarding projects.

Requirements

  • 10+ years of experience managing large, complex IT programs and technical teams for DoD or other Federal Agencies
  • Experience supporting AFLMC Command and Control program
  • Project Management Professional Certification(s)
  • Knowledge and understanding of US Air Force Agile development and DevSecOps best practices as defined by DoD Enterprise DevSecOps Reference Design and other authoritative guidance.
  • Strong customer service, written, and interpersonal skills
  • Demonstrated understanding of project management processes, strategies, and methods
  • Experience mentoring, coaching, and developing rising talent in the broader IT industry
  • Excellent time management and organizational skills, with experience guiding others in these areas
  • Strong sense of personal accountability in decision-making and supervising department teams
  • MA/MS degree in a technical or business field
  • US Citizenship and an active Secret security clearance or higher level clearance

Nice-to-haves

  • Experience working with the US Air Force software factories
  • Knowledge and understanding of DevSecOps, CI/CD pipelines, Kubernetes infrastructure, and typical tools in a pipeline including SAST/DAST, dependency checkers, unit testing frameworks, and code quality checkers
  • Experience with architectural solutions for multi-region hybrid infrastructure (on-prem and commercial cloud)
