About the position

The Technical Project Manager (CDA EAM) will oversee the planning, execution, and management of large-scale projects related to Enterprise Asset Management (EAM) and Geographic Information Systems (GIS) within an enterprise IT environment. This role requires extensive experience in IT infrastructure, software development, and operations, particularly in aviation or airport settings. The manager will coordinate with various stakeholders, ensure adherence to standards, and lead a high-performance team to achieve project goals.

Responsibilities

  • Develop and maintain the project plan, defining scope, deliverables, timelines, resources, and budgets.
  • Coordinate and manage all phases of the project lifecycle, from initiation and planning to execution, monitoring, and closure.
  • Conduct risk assessments and develop mitigation strategies to address potential project challenges.
  • Collaborate with stakeholders to identify project requirements and expectations.
  • Regularly report on project status, budget, timeline, and risks to senior management and stakeholders.
  • Ensure adherence to municipal or organizational standards and regulatory requirements.
  • Lead/assist the design and configuration of the Cityworks/ESRI ArcGIS EAM system.
  • Design and document data standards, system architecture, and integration points.
  • Plan and manage data migration activities, including the conversion and integration of existing asset data.
  • Coordinate the setup of user roles, permissions, and workflows within Cityworks/ESRI.
  • Oversee the integration of Cityworks/ESRI ArcGIS to ensure accurate spatial data representation of assets.
  • Establish data governance policies and maintain data integrity.
  • Collaborate with GIS specialists to ensure spatial data alignment with ESRI ArcGIS and Cityworks requirements.
  • Develop and manage data migration plans, including data cleansing, transformation, and loading.
  • Serve as the primary point of contact for technical troubleshooting and support for Cityworks and ESRI ArcGIS issues.
  • Develop maintenance and support plans to ensure system reliability and stability.
  • Monitor system performance, implementing updates, patches, and improvements as necessary.
  • Coordinate with vendors and third-party consultants to resolve complex technical issues.
  • Gather feedback from users to identify system enhancements and optimize functionality.
  • Contribute to a change management strategy to promote user adoption.
  • Serve as a liaison between technical teams, project stakeholders, and end users.
  • Provide guidance on process improvement opportunities to maximize EAM system benefits.
  • Analyze system usage and feedback to identify opportunities for improvement.
  • Work with stakeholders to regularly review workflows and adjust configurations.
  • Evaluate new features and updates from Cityworks and ESRI ArcGIS.

Requirements

  • Bachelor's degree in computer science, information systems, finance, accounting, or related discipline.
  • 10+ years of progressive and relevant experience in IT and GIS infrastructure, software development, and operations.
  • 5+ years of experience with Enterprise Asset Management and Maintenance programs and applications.
  • Aviation/Airport experience/background highly desirable.
  • Project planning and project management experience for large scale projects in an enterprise IT environment.
  • Strong analytical and problem-solving skillset with attention to detail and excellent organizational skills.
