About the position

The Technical Project Manager will play a pivotal role in enhancing the City of San Francisco's procurement and contracting processes as part of the Government Operations Recovery Initiative (Gov Ops). This initiative was launched in response to the challenges faced during the COVID-19 pandemic, particularly in the areas of contracting and procurement, which have been identified as complex and resource-intensive. The City Administrator's Office, in collaboration with the Controller's Office and the Department of Human Resources, aims to streamline these processes to improve efficiency and effectiveness in public service delivery. As a member of the Gov Ops Contracts Reform team, the Technical Project Manager will lead efforts to reduce administrative burdens and lower barriers for small, local businesses and community providers in accessing public procurement opportunities. This role involves working closely with various City departments, including the Office of Contract Administration (OCA), the Contract Monitoring Division (CMD), and the Department of Technology (DT), to align on citywide procurement technology priorities and implement strategic sourcing systems. The position requires a dynamic individual who can navigate the complexities of governance and public administration, balancing the need for transformational change with practical solutions. The Technical Project Manager will be responsible for managing a technology portfolio, conducting user research, facilitating change management activities, and analyzing legislation to ensure compliance and effective implementation of new policies. This role is ideal for someone who is motivated by challenges in public service and is dedicated to fostering equitable access to procurement opportunities for all stakeholders.

Responsibilities

  • Lead the technology portfolio to enhance the City's procurement and contracting processes.
  • Partner with various City departments to align on procurement technology priorities and track progress.
  • Lead the adoption of a new strategic sourcing system for the Office of Contract Administration (OCA).
  • Manage projects with diverse stakeholders to identify challenges and develop solutions.
  • Conduct user research to gather feedback on procurement-related technology improvements.
  • Create memos and presentations to communicate recommendations and project milestones.
  • Work with stakeholders to define scope and business requirements for procurement systems.
  • Manage testing and implementation activities for new systems.
  • Analyze risks and issues related to procurement processes and systems.
  • Facilitate change management activities, including user training and communication.

Requirements

  • Possession of a baccalaureate degree from an accredited college or university.
  • Seven years of full-time equivalent experience performing professional level analytical work in areas such as budgets, contracts, or policy.
  • Experience managing complex projects with multiple stakeholders.
  • Strong analytical and problem-solving skills.
  • Excellent written and verbal communication skills.
