About the position

The Technical Project Manager (TPM) at Avalon Healthcare Solutions will play a pivotal role in managing multiple, simultaneous projects that span across the organization, with a strong emphasis on software development, IT infrastructure, and testing workstreams. This position requires a candidate who can effectively interact with both internal and external stakeholders to achieve project milestones and objectives. The TPM will coordinate with cross-functional teams at Avalon, partner vendors, and health plans, ensuring that all aspects of the projects are aligned and progressing as planned. The role demands a strong technical background in technical architecture, systems, and process domains, enabling the TPM to create and enhance knowledge bases around technical implementation. The TPM will work closely with stakeholders to clarify project scope, solidify requirements, create project plans, monitor progress, report on successes, escalate issues as necessary, and mitigate challenges that arise during the project lifecycle. In this dynamic and fast-paced environment, the Technical Project Manager is expected to establish and refine processes that contribute to project success. This role will also serve as a key point of contact for Avalon's technical components of implementation, working in partnership with Implementation Managers and representing the technical team while collaborating with enterprise project managers within the organization.

Responsibilities

  • Manage multiple, simultaneous projects with an emphasis on software development, IT infrastructure, and testing workstreams.
  • Coordinate with cross-functional teams, partner vendors, and health plans to achieve project milestones.
  • Clarify project scope and solidify requirements in collaboration with stakeholders.
  • Create project plans, monitor progress, and report on successes while escalating issues appropriately.
  • Establish and refine processes to ensure project success in a dynamic environment.
  • Serve as a point of contact for Avalon's technical components of implementation, partnering with Implementation Managers.
  • Lead teams through problem-solving and creative solutioning aligned with department standards.
  • Promote continuous innovation and improvement within the project management processes.

Requirements

  • Minimum of three (3-5) years as a project manager or technical program manager in a health plan IT or operational environment.
  • Experience working in a matrix organization, delivering projects or managing resources that do not report directly to you for at least three (3-5) years.
  • Bachelor's degree is required; a Master's or advanced degree is preferred.
  • At least 5 to 7 years of project management experience with knowledge of multiple health plan operational processes and applications.
  • Experience as a lead Project Manager on multiple medium to high complexity projects involving custom and vendor-supported solutions.
  • Relevant project management certification (e.g., PMP, PRINCE2, Agile) is required.
  • Strong written and oral communication skills, with the ability to create and deliver presentations to varying audiences.
  • Knowledge and experience with HIPAA regulations and standards for security, privacy, and transactions.

Nice-to-haves

  • Knowledge of JIRA and Smartsheet tools preferred.
  • Experience with clinical data (HL7, Lab, EMR) is a plus.
  • PMP, CSM, or CBAP certification is preferred.
