About the position

The Texas Department of Transportation (TxDOT) is seeking a Technical Project Manager I to join the Odessa District's Construction Office. This role is essential for overseeing and enhancing the efficiency of construction projects for transportation departments across three area offices. The Technical Project Manager I will be responsible for managing complex project deliverables, ensuring compliance with state and federal laws, and providing comprehensive training and mentorship to new project managers and inspectors. This position plays a pivotal role in maintaining the highest standards of project execution and compliance, driving successful outcomes in infrastructure development initiatives. In this position, the Technical Project Manager I will lead and coordinate multiple technical projects, consulting with Project Engineers, resident project representatives, and contractors to address work progress and construction challenges. The role requires a strong focus on quality assurance and quality control, ensuring that all projects adhere to the established plans, specifications, and contract requirements. The successful candidate will monitor project costs and quality, manage project phasing and traffic control plans, and provide technical assistance in resolving construction-related issues. The ideal candidate will possess a Bachelor's degree in a related discipline and have at least five years of experience in construction project management, project management methodologies, and process engineering. The position requires a valid driver's license, as driving a state vehicle is necessary. The Technical Project Manager I will work full-time, Monday through Friday, from 8:00 AM to 5:00 PM, with a travel requirement of up to 25% of the time. Responsibilities

  • Oversee and enhance the efficiency of construction projects for transportation departments across three area offices.
  • Manage complex project deliverables and ensure compliance with state and federal laws, policies, and procedures.
  • Provide comprehensive training and mentorship to new project managers and inspectors.
  • Lead and coordinate oversight of multiple technical projects.
  • Consult with Project Engineers, resident project representatives, and contractors on work progress and construction problems.
  • Review equipment utilization data and time/cost estimates.
  • Direct, develop, and evaluate projects using accepted project management methodologies.
  • Identify potential project impediments, risks, and issues; design strategies to mitigate or avoid them.
  • Inspect construction methods, workmanship, and maintenance procedures to ensure compliance with plans and specifications.
  • Monitor and manage project cost and quality to ensure completion within budget and contract specifications.
  • Monitor project phasing and traffic control plans, ensuring adherence to approved safety standards.
  • Provide technical assistance in resolving construction problems related to contract administration.
  • Assist in engineering-related data collection, inspections, assessments, analysis, and review activities for plan development by others.
  • Train professional and technical staff.

Requirements

  • Bachelor's Degree in a related discipline.
  • 5 years of experience in construction project management, project management methodologies, and process engineering.
  • Valid driver's license.
