About the position

The Texas Department of Transportation (TxDOT) is seeking a Technical Project Manager I to join the Odessa District's Construction Office. This role is essential for overseeing and enhancing the efficiency of construction projects for transportation departments across three area offices. The Technical Project Manager I will manage complex project deliverables while providing comprehensive training and mentorship to new project managers and inspectors. This position is pivotal in ensuring that the Odessa District team is well-equipped to uphold the highest standards of project execution and compliance, driving successful outcomes in infrastructure development initiatives. In this role, the Technical Project Manager I will perform advanced engineering, architectural, and construction inspection work. Responsibilities include planning and controlling all elements of architectural or engineering construction projects, ensuring compliance with relevant state and federal laws, policies, and procedures. The position requires extensive interaction with agency management, governmental officials, and private entities, and typically reports to section or staff-level managers. The Technical Project Manager I will serve as a project leader and coordinator, taking direct accountability for the work product and ensuring quality assurance and quality control aspects of technical projects. The successful candidate will lead and coordinate oversight of multiple technical projects, consulting with project engineers and contractors on work progress and construction problems. They will monitor project costs and quality, ensuring that projects are completed within budget and meet the terms of the project contract or specifications. Additionally, the Technical Project Manager I will provide technical assistance in resolving construction problems related to contract administration and assist in engineering-related data collection and inspections. Training of professional and technical staff is also a key responsibility of this role, along with other job responsibilities as assigned.

Responsibilities

  • Oversee and enhance the efficiency of construction projects for transportation departments across three area offices.
  • Manage complex project deliverables and provide training and mentorship to new project managers and inspectors.
  • Ensure compliance with relevant state and federal laws, policies, and procedures in all project aspects.
  • Lead and coordinate oversight of multiple technical projects.
  • Consult with project engineers and contractors on work progress and construction problems.
  • Monitor project costs and quality to ensure completion within budget and compliance with specifications.
  • Provide technical assistance in resolving construction problems related to contract administration.
  • Assist in engineering-related data collection, inspections, assessments, and analysis for plan development.
  • Train professional and technical staff on project management methodologies and practices.

Requirements

  • Bachelor's Degree in a related discipline.
  • 5 years of experience in construction project management, project management, process engineering, or business process improvement methodologies.
  • Valid driver's license required for driving a state vehicle.
  • Experience can be substituted for education on a year-per-year basis.
