About the position

The Technical Project Manager II in the Design Division at the Texas Department of Transportation (TxDOT) is responsible for overseeing the Value Engineering (VE) Program. This role involves ensuring compliance with federal VE requirements, coordinating project activities with various stakeholders, and managing project costs and quality. The position requires strong leadership and communication skills to effectively liaise with governmental officials and contractors, while also providing coaching and training to junior project managers.

Responsibilities

• Oversee and administer the Department's Value Engineering (VE) Program.
• Ensure compliance with applicable federal and state laws, policies, procedures, standards, and guidelines pertaining to VE Studies.
• Coordinate project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors.
• Direct, develop, and evaluate projects using accepted project management methodologies.
• Monitor and manage project cost and quality to ensure completion within budget and acceptable deliverables.
• Negotiate fees and budgets, develop and negotiate scopes of work, and contract work schedules.
• Serve as a coaching and leadership role for junior project managers.
• Train professional and technical staff.
• Work with Federal Highway Administration representatives to ensure compliance with regulations.

Requirements

• Bachelor's Degree in a related discipline.
• 6 years of experience in construction project management, project management, process engineering, or business process improvement methodologies.
• Valid driver's license.
