About the position

The Technical Project Manager III at Lumen will oversee technical project management functions within the GSD NOC, specifically focusing on U.S. Government owned networks. This role requires an active Government security clearance and involves managing various technical aspects of fiber and circuit maintenance, ensuring effective communication with customers and internal teams, and providing logistical support for equipment and maintenance activities.

Responsibilities

  • Manage trouble tickets for dark fiber and circuit level issues, including scheduling and updates.
  • Process scheduled maintenance notifications for Federal customers, assessing risks and impacts.
  • Provide background and scope of work for fiber maintenance and circuit grooms.
  • Catalog maintenance notifications in the GSD NOC database and update issue statuses.
  • Review customer maintenance submissions for technical scope and coordinate field resources.
  • Conduct fiber and equipment testing activities with customers.
  • Provide logistics support for equipment and component sparing and expedited shipments.
  • Manage RMAs and track deliveries to ensure inventory levels and prepare reports.
  • Research and evaluate project risks, determining solutions for risk management.
  • Review customer expectations to manage relationships effectively.
  • Prepare monthly reports on fiber availability and maintenance activities.
  • Liaise with internal departments such as Change Management and Field Operations.
  • Advocate for customer maintenance requirements and participate in presentations.

Requirements

  • Minimum of 5+ years' experience with long-haul and metro transport networks, next-generation DWDM wavelength systems.
  • Broad experience with various vendor platforms for optical networks such as Ciena, Cisco, Lucent, Tellabs, and Fujitsu.
  • Circuit level troubleshooting experience.
  • Experience with fiber maintenance activities, including outside plant and fiber splicing/relocation.
  • Demonstrated ability to perform project planning and implementation, and develop technical documentation.
  • Prior NOC experience is preferred.
  • Well-versed in scheduled maintenance processes and circuit grooms.
  • Ability to relate technical issues to management and Government personnel.
  • Previous experience with Government networks and customers.
  • Website management skills for content creation and documentation posting.
  • Ability to work in a high-stress environment and multitask effectively.

Nice-to-haves

  • Associate degree in Engineering, Electronics, Software, or Networks; or equivalent experience.
