About the position

Parsons is seeking a highly skilled Technical Project Manager Lead Engineer to spearhead the development, deployment, and support of a fully integrated Directed Energy system for a U.S. Government client. In this pivotal role, you will guide the technical and program management efforts in delivering next-generation Directed Energy capabilities to the Government. You will lead a team on projects of varying complexity, creating solutions that encompass financial, scheduling, methodology, and tools aspects. Your responsibilities will include preparing both long and short-range plans for application selection, systems development, processes, procedures, and production methods. As a Technical Project Manager Lead Engineer, you will create, manage, and monitor the support services necessary for programs and projects. Collaborating closely with government staff, you will establish and implement program goals while providing key performance metrics to create a strategic baseline. You will also be responsible for maintaining a detailed work plan that includes specific tasks, assignments, task dependencies, milestones, and schedules for all tasks. Building and maintaining a qualified staff and a pipeline of surge staff according to customer and mission priorities will be essential to your role. Additionally, you will need to stay informed about emerging capabilities and technologies in your area of expertise, acting as a bridge between the non-technical functions of management and the technical requirements of the work area and its personnel.

Responsibilities

  • Guide the technical and program management effort in the delivery and fielding of next generation Directed Energy capabilities to the Government.
  • Lead team on projects of various layers of complexity; create solutions involving or affecting financial, scheduling, methodology, tools.
  • Prepare long and short-range plans for application selection, systems development, processes, procedures and production methods.
  • Create, manage, and monitor associated support services necessary for programs and projects.
  • Work with government staff to establish and implement program goals and provide key performance metrics to establish a strategic baseline.
  • Create and maintain a detailed work plan to include specific tasks, assignments, task dependencies, milestones, and schedule for all tasks.
  • Build and maintain qualified staff and a pipeline of surge staff according to customer and mission priorities.
  • Maintain awareness of emerging capabilities and technologies in area of expertise.
  • Act as a bridge for the complex gap between the non-technical functions of management and the technical requirements of work area mission and its personnel.

Requirements

  • Bachelor of Science in Engineering (Systems, Electrical, Software, Computer Engineering preferred); relevant Military Service may be acceptable in lieu of BS in Engineering discipline.
  • At least 8 years of relevant Technical Leadership and Project Management experience.
  • Experience in project management including tracking and reporting of cost, schedule, and technical performance of multi-year, multimillion-dollar projects.
  • Significant customer engagement experience, such as with a contracting officer or customer technical point of contact (TPOC).
  • Proven leadership roles for estimating company resources and advocating for their assignment to the project.
  • Experience in risk management tracking, reporting, and mitigation planning.
  • Experience in subcontractor management including Statement of Work (SOW) generation, spending plan tracking and funding alignment.
  • Experience coordinating and conducting Interim Progress Reviews (IPRs) for internal and external stakeholders.
  • Currently possesses active security clearance at the SECRET level (minimum).

Nice-to-haves

  • Ability to obtain and maintain a Top Secret clearance.
  • 10+ years of relevant Technical Leadership and Project Management experience.
  • PMI PMP Certification.
  • Directed Energy System design and development experience.
  • Willingness to travel and provide on-site support.
