About the position

Navarro Research and Engineering is seeking a Senior Technical Project Manager 4 for Construction & Engineering to support the Los Alamos National Laboratory. This position is a staff augmentation role based in Richland, WA, with occasional per diem paid for trips to Los Alamos for onboarding and meetings as needed. The assignment is expected to last between 3 to 5 years and follows a 4/10 work schedule, allowing for a long weekend every week. As a Senior Technical Project Manager, you will be responsible for managing and ensuring the timely completion of discrete technical or operational projects. This includes establishing technical requirements, defining project deliverables, schedules, and communicating risks. You will oversee projects from initiation to completion, ensuring that all activities are aligned with customer requirements. The role requires you to define what will be accomplished to meet specific programmatic needs and produce the necessary work products as defined by the work assignments. In this oversight role, you will contribute to the development, implementation, and evaluation of program policies, procedures, and standards. You will also determine program enhancements and provide technical advice to staff and other departments. The ideal candidate will have prior experience with the Department of Energy (DOE), particularly in decommissioning and decontamination (D&D), environmental restoration, and construction projects under DOE Order 413.3B. You will need to demonstrate the ability to develop and maintain effective relationships with high-level internal and external customers, as well as perform management assessments. Your ability to plan, organize, lead, and monitor a variety of team efforts to completion will be crucial, along with your skills in preparing and delivering performance status communications to all levels of management.

Responsibilities

  • Manage and ensure the timely completion of discrete technical or operational projects.
  • Establish technical requirements for the project and define project deliverables and schedules.
  • Communicate risks associated with the project and oversee it from planning to execution.
  • Contribute to the development, implementation, and evaluation of program policies, procedures, and standards.
  • Determine program enhancements and provide technical advice to staff and other departments.
  • Prepare and deliver performance status communications to all levels of management, both internal and external.
  • Proactively work with general contractors to ensure successful project completion through proper documentation submission, tracking, and filing.
  • Effectively collaborate with team members on multiple projects daily.

Requirements

  • Minimum of a bachelor's degree and at least twelve years of relevant experience or an equivalent combination of education and experience.
  • Documented experience in a DOE Cat II Nuclear Facility and experience performing assessments.
  • Ability to lead and monitor a wide variety of projects to successful completion.
  • Knowledge of methods, processes, and programs used to manage project documents.
  • Effective communication and interpersonal skills both in and out of the field.
  • Ability to maintain documentation integrity that meets and/or exceeds LANL standards.
  • Ability to follow work packages, procedures, and specifications.
  • Ability to effectively manage changes to scope, schedule, procedure, submittals, and drawings throughout the project.

Nice-to-haves

  • Prior DOE experience supporting D&D, environmental restoration, and 413.3B construction projects.
  • Experience in developing and nurturing effective high-level internal and/or external customer relationships.
  • Experience performing management assessments.
