About the position

The Technical Project Manager will serve as the Scientific and Technical Intelligence Liaison Officer (STILO) for the Naval Surface Warfare Center Carderock Division (NSWCCD). This role involves ensuring that command projects receive appropriate intelligence support, disseminating current intelligence, and providing feedback to the intelligence community. The position requires effective communication with command leadership regarding threat intelligence and technological developments that impact mission objectives, as well as coordination of foreign material acquisition and exploitation activities.

Responsibilities

  • Serve as the NSWCCD Scientific and Technical Intelligence Liaison Officer (STILO) in the Intelligence Support Branch.
  • Ensure ongoing and planned command projects receive appropriate intelligence support.
  • Obtain and disseminate valid and current intelligence.
  • Provide feedback to the intelligence community.
  • Inform command leadership of threat intelligence and technological developments impacting the command's mission.
  • Communicate with the intelligence community on required intelligence production.
  • Assist the intelligence community with obtaining technical expertise from NSWCCD employees.
  • Maintain liaison with STILOs at other commands.
  • Coordinate NSWCCD's involvement in foreign material acquisition and exploitation.
  • Serve as the command point of contact for the Foreign Military Intelligence Collection Activities Program.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • Successful completion of a pre-employment drug test is required.
  • Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • At least one year of specialized experience equivalent to the ND-4 pay band (GS12 and GS13 equivalency) in technical project management by intelligence gathering, processing operations or analysis.

Nice-to-haves

  • Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE).
  • Evidence of having successfully passed the Fundamentals of Engineering (FE) examination.
