About the position

The Technical Project Manager role is focused on managing large-scale IT projects within the public sector, specifically in the Detroit area. The position requires a seasoned project manager with extensive experience in overseeing complex projects, ensuring they are delivered on time and within budget. This is a long-term assignment lasting approximately three years, with a strong emphasis on local candidates who can work onsite from day one.

Responsibilities

  • Manage full project lifecycle of IT projects with budgets exceeding $5,000,000.
  • Oversee the migration of large, complex existing systems, preferably in both mainframe and client-server environments.
  • Deliver projects on time and within budget while managing multi-vendor environments.
  • Create and manage comprehensive project plans using project management tools and methodologies.
  • Perform scope management and maintain a disciplined change control process.
  • Manage issues across multiple departments and create implementation plans.
  • Establish quality assurance processes and plans for project deliverables.
  • Update schedules for day-to-day tracking using project management tools like MS Project and Excel.
  • Track and analyze metrics relevant to application management.

Requirements

  • 5-6+ years of recent public sector experience in project management.
  • Documented experience managing IT projects with budgets over $5,000,000 and timelines greater than 3 years.
  • Experience in migrating large, complex systems in mainframe and/or client-server environments.
  • Proven record of delivering projects on time and within budget.
  • Thorough understanding of systems development in Unix and Windows operating systems, Oracle and/or Microsoft SQL Server databases.
  • 5 years of experience managing IT projects in a government environment.
  • 5 years of experience creating and managing comprehensive project plans.
  • 5 years of experience performing scope management and change control processes.
  • 5 years of experience in issues management across multiple departments.
  • 5 years of experience creating and executing implementation plans and quality assurance processes.
  • 3 years of experience in verbal and written communication with clients and technical staff in English.
  • Excellent verbal and written communication skills.

Nice-to-haves

  • Current professional certification in Project Management (e.g., PMP certification).
  • Knowledge of the Software Engineering Institute's Capability Maturity Model Integration (CMMI).
  • Understanding of the IT Governance Framework - COBIT.
  • Familiarity with Information Technology Infrastructure Library (ITIL).
