About the position

SMX is seeking a highly-motivated Technical Project Manager with a strong software engineering background to support the Acquisition Program Office in overseeing Software Engineering activities. This role is integral to a team of skilled professionals dedicated to program management, technical analysis, and business case analysis within the NAVAIR community. The Technical Project Manager will play a crucial role in managing large, complex software-intensive weapon system programs, ensuring that all software engineering activities align with program objectives and adhere to NAVAIR's software engineering processes. In this position, you will coordinate the preparation of software technical specifications and statements of work, evaluate proposals, and monitor contractors' progress. You will also manage software technical solutions to ensure the development of highly adaptable and resilient software designs. Your responsibilities will include planning, directing, and managing research and development contracts for large software-intensive programs, ensuring that requirements, design, implementation, integration, and testing are aligned with program objectives. You will establish and ensure compliance with software development and sustainment policies and procedures, while also fostering continuous improvement in these areas. The role requires interaction with a diverse range of software stakeholders, applying your knowledge of computer science and software development to support the quality production of software for complex weapon systems. You will manage software technical solutions to ensure robust software architecture and component design, utilizing Agile software development processes to incrementally manage software capabilities. Additionally, you will exchange information and viewpoints with other functional teams, private industry, and government organizations, contributing to the overall success of the programs you oversee.

Responsibilities

  • Serve as part of the government software acquisition management team on large complex software intensive weapon system programs.
  • Coordinate the preparation of software technical specifications and statements of work.
  • Evaluate proposals and monitor contractors' progress.
  • Manage software technical solutions to ensure highly-adaptable and resilient software design.
  • Plan, direct, and manage research and development contracts for large software intensive programs.
  • Ensure requirement, design, implementation, integration, and testing align with program objectives and NAVAIR software engineering processes.
  • Establish, shape, and ensure compliance with software development and sustainment policies and procedures.
  • Interact with a wide diversity of software stakeholders.
  • Apply disciplines of computer science or software development knowledge to support quality production of software on large complex software intensive weapons programs.
  • Manage software technical solutions to ensure resilient software architecture and component design.
  • Apply knowledge of Agile software development process to manage software capabilities incrementally.
  • Exchange information and viewpoints with other functional teams, private industry, and other government organizations.

Requirements

  • Clearance Required: Secret
  • BS or BA degree in Electrical Engineering, Electronics Engineering or Computer Engineering from a college program with ABET certification.
  • 5+ years of software engineering experience, performing software requirements analysis, software design, software coding, software integration and software testing.
  • Experience in performing software engineering functions for DoD aircraft systems, DoD weapons systems, DoD mission systems or DoD support systems.
  • Demonstrated experience in all phases of the software engineering lifecycle.
  • Demonstrated ability to identify complex problems, evaluate trade space opportunities, and develop solutions.

Nice-to-haves

  • Strong skillsets in programming in C/C++
  • Experience with DOD Acquisition policies and procedures in a program office environment
  • Experience with Agile SW Development methodologies
