About the position

The Technical Project Manager will support the Executive Office of Elder Affairs (EOEA) in implementing and maintaining a technology software integration for the Massachusetts Senior Community Service Employment Program (MA-SCSEP). This role focuses on improving the efficiency of SCSEP processes, including enrollment, case management, and training, through the development of a user-friendly system that ensures compliance with federal reporting requirements. The position requires collaboration with various stakeholders to assess current systems, gather information on existing technologies, and develop a strategic plan for integration with the Massachusetts One Stop Employment System (MOSES).

Responsibilities

  • Develop a strategic plan to enhance EOEA's existing GPMS work and collaborate with the state DOL employment system.
  • Communicate effectively with business teams, technical staff, and leadership to convey technical concepts in simple terms.
  • Adhere to EOHHS project management methodology, policy, and quality assurance standards.
  • Manage and monitor systems operations and resources to track problems and implement solutions.
  • Lead activities to support routine operations, including invoice management and budget tracking.
  • Coordinate with Business Analysts, SQA, Development, and other teams to ensure timely project execution.
  • Implement controls to manage project scope and track changes through periodic reviews.
  • Prepare and distribute weekly project status reports on progress, risks, and mitigation strategies.
  • Monitor results against established timelines and deliverables to mitigate project delays.
  • Coordinate overall project status reporting and stability of operations.
  • Develop project plans estimating time, equipment, and staff requirements for projects.
  • Lead the initiation, planning, and implementation of projects, ensuring technical feasibility.
  • Manage relationships between internal teams, vendors, and stakeholders.
  • Define business and technical priorities to develop project requirements and policies.

Requirements

  • Five (5) years of experience in IT project management managing complex, cross-functional IT projects.
  • Two (2) years of supervisory experience managing a small to medium-sized team in a large IT enterprise environment.
  • Strong analytical skills with the ability to independently analyze findings and recommend solutions.
  • Creative problem-solving and critical thinking skills.
  • Excellent verbal and written communication skills, including presentation and policy writing.
  • Advanced experience in Microsoft Office (Excel, Word, Visio, PowerPoint, SharePoint, and Project).
  • Methodical and detail-oriented to support invoice management, budget tracking, and reporting.
  • Exceptional time management skills with the ability to delegate and multi-task effectively.
  • Proven conflict management and managerial skills, including decision-making and negotiation skills.
  • Strong interpersonal and documentation skills.
  • Ability to collaborate with technical and non-technical staff, as well as upper management.
  • Strong ability to follow through on tasks to completion.
  • Bachelor's Degree in Information Systems, Computer Science, Business Administration, or related field, or equivalent work experience.
  • Project Management Professional (PMP) Certificate is a plus.
