About the position

The Technical Project Manager will oversee the execution of complex ocean engineering projects within the Ocean Engineering Department at the Applied Physics Laboratory. This role involves managing all phases of project management, including contracting, budgeting, and schedule maintenance, while collaborating closely with Principal Investigators and engineering teams to ensure timely and successful project delivery.

Responsibilities

  • Manage all phases of project management including contracting, budgeting, and schedule maintenance.
  • Collaborate with Principal Investigators and engineering teams to design, build, install, and maintain complex ocean systems and scientific instrumentation.
  • Perform analysis of project alternatives and provide technical support for key decisions.
  • Engage in the technical aspects of projects, including electrical-mechanical systems and embedded software development.
  • Develop detailed work plans, Gantt charts, and schedules for individual research projects.
  • Track internal progress and supply chain lead times against work plans, schedules, and budgets.
  • Identify scope creep and delivery delays, and escalate risks throughout the project timeline.
  • Maintain an understanding of active projects and make decisions on project prioritization and resource allocation.
  • Prepare detailed project budgets and manage various budgets throughout the project lifecycle.
  • Assemble status and budget reports for sponsors and ensure timely submission.

Requirements

  • Bachelor's degree in Engineering, Science, Business, or a related field.
  • 4-5 years of related experience in project management.
  • Excellent communication and project management skills.
  • Expertise in managing stakeholders to scope, timelines, and key decisions.
  • Proficient with Microsoft Office and Project Management software tools.

Nice-to-haves

  • Experience in an R&D or engineering environment.
  • Project Management Professional (PMP) certification or similar.
  • Familiarity with budgets and financial models.
  • A passion for science and engineering.
