About the position

CGI is seeking a dynamic Technical Project Manager (TPM) to support CGI Federal's Housing Sector in Fairfax, VA. This position requires proven expertise in Agile team and performance management along with a strong track record of delivering large projects. The TPM leads implementation of modern cloud-based applications replacing legacy ones in a multi-contractor environment. Working as an integral part of a large program team, the TPM will act as a trusted advisor to the government on modernization of mission critical applications, driving innovation and aligning solutions with business objectives. This position does not have specific travel requirements outside the member's allocated work location. There may be limited travel required for client events and meetings. The position follows standard CGI Federal hybrid work and travel policies.

Responsibilities

  • Provide expertise in the operations and maintenance, integration, development, and implementation of IT systems.
  • Manage an information technology and innovation project with complexity and business criticality.
  • Interpret organizational initiatives to ensure successful alignment with strategic priorities.
  • Provide leadership throughout all phases of the project: vision, strategy, metrics, organization, and roles, road mapping and enablement.
  • Lead client-facing meetings and facilitate change, including collaboration with senior-level stakeholders.
  • Assist teams with business requirements and analysis, sprint planning, evaluation, and implementation of solutions.
  • Manage the overall success of the project and build new customer relationships while managing customer satisfaction.
  • Plan and schedule program and project-level activities.
  • Develop and maintain strong relationships with clients based on collaboration, trust, and partnership, including in-person meetings with clients at their government.

Requirements

  • Bachelor's degree in Science, Information Technology, or related discipline.
  • Seven (7) years of experience managing and orchestrating Agile delivery with Federal Government customers.
  • 7+ years of overall IT consulting services experience with a successful track record.
  • Exceptional program management skills covering the full software development and implementation lifecycle.
  • Builds and develops high performing Agile teams delivering value and continuous improvement.
  • Experience managing Agile teams and driving agile transformations, CI/CD Pipeline, DevOps.
  • Proficient in the use of tools and methods to efficiently manage product releases, sprints, and development cycles.
  • Be responsible for the overall success of the project by meeting scope, schedule, and budget objectives.
  • Ability to obtain a Tier 2/Moderate Risk government security clearance.
  • Certifications: PMP, Agile.

  • Experience with hybrid cloud or multi-cloud solutions (e.g., Azure, Google Cloud).
  • Exposure to application modernization, digital transformation, automation, and advanced analytics.
  • Appreciation of cybersecurity compliance frameworks and best practices.
  • Master's degree in science, Information Technology, or related field.
