About the position

The Technical Project Manager/Operations Center Manager will serve as the primary point of contact for managing a support team of approximately 33 full-time employees (FTEs) providing 24x7 Network Operations Center (NOC), Network Operations Support Center (NOSC), Service Desk, and ServiceNow support. This role involves overseeing task order planning, execution, and reporting to ensure compliance with cost, schedule, and performance requirements, while also managing multiple concurrent project activities across various IT disciplines.

Responsibilities

  • Act as the single point of contact for USSS, owning all contractor activities related to the order.
  • Manage the cost, schedule, and performance of government contracts of similar scope, size, and complexity.
  • Provide management oversight of multiple concurrent project activities across various IT disciplines.
  • Understand and apply project/program management techniques and methods for Information Technology used throughout DHS and similar agencies.
  • Demonstrate knowledge of IT Service Management (ITSM) processes and IT Operations Center functions.
  • Coordinate and perform multiple assignments in a dynamic work environment.
  • Resolve complex issues independently and effectively communicate with stakeholders.
  • Initiate, coordinate, and assist with onboarding and offboarding contractor personnel.
  • Supervise contractor personnel to ensure professionalism and timely deliverables.
  • Ensure contractor employees understand and abide by USSS established rules and regulations.
  • Control, coordinate, and execute all activities to complete tasks in accordance with the order.
  • Discuss and plan daily activities, workload, and job scheduling priorities with the USSS PM and PO.
  • Coordinate with the Security Operations Center (SOC) for assessments and incident responses.
  • Document corrective measures as part of problem management to reduce incidents.
  • Maintain and augment the knowledge base, standard operating procedures, and technical documentation.

Requirements

  • Must be a US citizen.
  • Top Secret clearance required, possibly SCI requirement as needed.
  • Certification: PMP (Project Management Professional).
  • Bachelor's degree in Cybersecurity, Computer Science, Computer Information Systems, or Information Technology, or 10 years of equivalent experience in system architecture stability, interoperability, portability, security, and scalability verification.
  • Experience leading IT Operation Centers (i.e., NOSC) for environments of similar size, scope, and complexity as USSS.

Nice-to-haves

  • Master's degree in Cybersecurity, Computer Science, Computer Information Systems, or Information Technology.
  • ITIL 4 Foundation certification.
