About the position

The Technical Project Manager (TPM) at Modern Technology Solutions, Inc. (MTSI) will oversee project management, acquisition support, and technical oversight for technology development projects at the Air Force Research Laboratory (AFRL). This role involves working closely with a combined government and contractor team to develop and demonstrate advanced capabilities for the Department of the Air Force, ensuring efficient execution of projects and providing advisory services.

Responsibilities

  • Provide project management, acquisition support, and technical oversight of customer development efforts.
  • Perform project manager duties to ensure efficient execution of assigned efforts.
  • Work closely with program managers, lead project engineers, contracts, finance, and program teams.
  • Maintain awareness of day-to-day issues and plan/prepare for significant project events.
  • Assist in the preparation and release of Broad Area Announcements (BAAs) and contract documents.
  • Coordinate project direction, including technical development and financial execution.
  • Provide technical support to the entire project team and provide status updates to the Government leadership team.
  • Assist with identifying and mitigating risks to technology development projects.
  • Create and coordinate DD 254s with the program staff and industry.
  • Review contract deliverables, integrated schedules, technical status reports, and cost performance reports and provide assessments to the Government team.
  • Advise engineers on developments in industry, university, foundation research.
  • Participate in working groups and team planning offsites.
  • Travel up to 10% in support of program reviews and technical interface exchange meetings.

Requirements

  • Minimum of 10 years of Program/Project Management or Project Engineer experience.
  • Experience working Department of Defense (DoD) acquisition projects.
  • Experience working DoD acquisition programs including DoD contracting and program management strategies, generation of Justification and Authority (J&A) documents, Acquisition Strategy Plan, CDRLs, and assisting with creation of Statement of Objectives and Statement of Work for R&D activities.
  • Functional experience managing R&D contracts involving financial management, funding obligation and expenditure planning, and tracking contract deliverables.
  • Experience maintaining classified data and assisting in the generation of DD 254s.
  • Exceptional verbal and written communication skills.
  • Strong attention to detail and analytic acumen.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Project).
  • Ability to work independently and/or as a member of a team.
  • Good interpersonal skills in a professional environment.

Nice-to-haves

  • Experience providing technical support to DoD technology development efforts.
  • Experience using Microsoft Excel and Microsoft Project for financial and schedule analysis of technology projects.
