About the position

Raye IT Consulting is seeking a seasoned IT Project Manager to support a U.S. Government agency. This role involves leading agile project management activities for high-profile programs, collaborating with cross-functional IT teams and product owners to deliver effective business solutions. The Project Manager will provide expert guidance in agile planning and execution, ensuring successful project delivery within scope, time, and budget constraints.

Responsibilities

• Leads projects involving the management of teams for analyzing, designing, integrating, testing, documenting, converting, extending, and implementing automated information and telecommunications systems.
• Manages day-to-day operations of overall support, potentially involving multiple projects and personnel across various locations.
• Organizes, directs, and coordinates planning and production of all contract support activities.
• Establishes and modifies corporate management structures to ensure effective contract support activities.
• Performs agile project management activities including planning, execution, tracking, and reporting.
• Coordinates internal resources and third parties/vendors for flawless execution of multiple projects.
• Ensures all projects are delivered on-time, within scope, and within budget.
• Supports the coordination, preparation, and reporting of project statuses regularly.
• Develops and implements summary project report structures and success metrics.
• Assists in defining project scope and objectives, ensuring technical feasibility with relevant stakeholders.
• Measures performance using project management tools and techniques, reporting and escalating issues as needed.
• Manages relationships with clients and stakeholders, performing risk management to minimize potential risks.
• Creates and maintains comprehensive project documentation.
• Meets with clients to clarify specific project requirements and take detailed briefs.
• Tracks project performance to analyze the successful completion of goals.
• Meets budgetary objectives and adjusts project constraints based on financial analysis.
• Develops comprehensive project plans to be shared with clients and staff.

Requirements

• Bachelor's Degree in an appropriate field of study or equivalent work experience.
• Project Management Professional (PMP) or PMI-ACP or SAFe Certification.
• 8+ years of proven working experience in project management.
• Working knowledge of agile methodologies, techniques, and frameworks such as Scrum or Kanban.
• Proficient in Azure DevOps or other Project Management tools.
• Excellent client-facing and internal communication skills.
• Excellent written and verbal communication skills.
• Solid organizational skills, including attention to detail and multitasking abilities.
• Strong working knowledge of Microsoft Office.
