About the position

LinQuest is seeking a full-time Technical Project Manager to lead the tactical execution of projects related to the Data Management Framework and the DAF M&S Ecosystem. This role requires a unique blend of technical depth, leadership ability, and strategic insight to design and develop capabilities that revolutionize the M&S community's operations. The Technical Project Manager will coordinate with leadership to define strategic direction and develop implementation plans, ensuring projects meet objectives and are delivered on time and within budget.

Responsibilities

• Lead the tactical execution and delivery of the Data Management Framework and the DAF M&S Ecosystem projects.
• Identify relevant tools, data sources, and processes for inclusion within the MS&A Ecosystem.
• Coordinate with stakeholders across different domains to consolidate requirements and pursue capabilities.
• Drive the architectural design of the DAF M&S Ecosystem and the Data Management Framework.
• Facilitate strategy sessions and technical debates to align project direction.
• Communicate complex technical concepts and status updates to senior leaders.
• Manage project risks and develop contingency plans.
• Develop and execute an outreach methodology to socialize strategic direction.

Requirements

• Bachelor's or Master's degree in Computer Science, Information Technology, Engineering, or a related field.
• Strong background in data management principles, including data ingestion, storage, processing, and access.
• Proficiency in cloud services with the ability to architect and manage secure, scalable cloud infrastructures.
• Knowledge of software development practices and tools, including DevSecOps and Agile/Scrum methodologies.
• Experience in integrating diverse tools and systems, including APIs and microservices.
• Proven experience in project management within technical domains, preferably with expertise in data management.
• Exceptional leadership and communication skills.

Nice-to-haves

• Familiarity or previous experience working with the Department of Defense.
• Experience leading teams of 3 - 15 members.
• Military experience either operationally or in performing military utility analysis.
• Experience presenting recommendations to senior AF/DoD officials.
